This article analyzes the conflict in the city council. It is about urban-rural commune, inhabited by less than 20.000 inhabitants. The local government has been treated here as a culture (analyzed using an ethnographic method, rooted in the interpretative paradigm of organizational theory) and organization, which may be and should be effectively managed (according the idea of New Public Management). However, management of the municipality is more difficult than it seems. According the Morgan's metaphor of organization as a political system, it is a coalition consisting of the coalition. After a brief theoretical introduction, based on nonparticipating observation, the reader is to study the manifestations of conflict. The purpose of the interviews is to show the causes of the conflict and the sources of power of conflicting groups. The result of the research is to create a model of a political cycle in the municipality, where a particularly great role is played by the social context and the nature of the organization.

Przedmiotem niniejszego artykułu jest analiza konfliktu w radzie miejsko- -wiejskiej gminy, którą zamieszkuje niecałe 20 000 mieszkańców. Samorząd potraktowany tu został jako kultura (zbadana metodą etnograficzną, zakorzenioną w paradygmacie interpretatywnym teorii organizacji) i organizacja, którą można i należy efektywnie zarządzać (zgodnie z ideą New Public Management). Zarządzanie gminą jest jednak o tyle trudne, iż jest to, według Morganowskiej metafory organizacji jako systemu politycznego, koalicja składająca się z koalicji. Po krótkim wprowadzeniu teoretycznym, na podstawie obserwacji nieuczestniczącej przekazuję Czytelnikowi przejawy badanego konfliktu. Celem wywiadów natomiast jest ukazanie przyczyn konfliktu i źródeł władzy skonfliktowanych grup. Efektem badań jest stworzenie modelu cyklu politycznego w gminie, gdzie szczególnie dużą rolę odgrywa kontekst społeczny i natura tejże organizacji.
