The aim of the paper is an attempt to describe directions and determinants of developing SME Sector under conditions of European Union (UE) integration. The integration process into EU caused new conditions of functioning the Polish national economy. One of the benefits of EU integration in the light of the Polish SME sector development is a wide access to EU market. Potential opportunities of the Polish SME sector development created by the EU membership are described as follows: increasing amount of turnover, increasing of export activity, increasing places of employment, an inflow of foreign capital, technical infrastructure development, restructuring rural and peripheral areas, and also strengthening local self-government. Provided evaluation of SME sector strategy shows current constrains of rural SME sector development, i.e. low level of investment, worse perspectives of employment then in urban areas, domination of defensive behaviours. Consequently limited activities oriented to product and market expansion, giving preferences to no risks, and defence of gained market position. One of the main reasons of revealed constrains is low impact of local authorities on initiating and developing rural entrepreneurship and inadequate strategic planning, and also limited budget means.

The aim of the paper is an attempt to interpret process of sustainable development and revitalization of rural areas and also to point out instruments used by local authorities in supporting entrepreneurial development as a revitalization factor conducive to economic development. Presented studies allow to make a conclusion of complementary character of these processes. Development of rural areas mainly depend on localization of varied non-agricultural activities which should counteract of rural mono-functional development and promotes rural entrepreneurship. Sustainable development and revitalization represent complex notions concerned to formula of quantities and qualities in changing socio-economic system, which enhanced ecosystemic constrains. And the same time effi ciency criteria are related to social satisfaction and progress in life quality as main  onditions of the progress of civilization.

An aim of the paper is to identify main activities of the local authority stimulating development of entrepreneurship and to know a level of satisfaction of institution of business and micro-companies with these activities. In the paper entrepreneurship is understood as taking actions, a quest for new businesses, implementation of changes in current operations, using coming opportunities, and also searching additional sources of incomes. Processes of rural development of entrepreneurship depend to a large extend on public authorities support, i.e. from the state and from territorial self-government. Local authority support enhances first of all statutory responsibilities for public services and formulation and implementation of appropriate policy towards small and medium enterprises located in governed rural areas.

Celem niniejszego opracowania jest próba identyfikacji podstawowych działań władz samorządowych wpływających na rozwój przedsiębiorczości oraz poziomu satysfakcji instytucji otoczenia biznesu i mikroprzedsiębiorstw na temat tych działań. Przedsiębiorczość jest tu rozumiana jako dążenie do działania, poszukiwanie nowych działalności, wprowadzanie zmian w dotychczasowej działalności, wykorzystywanie pojawiających się szans a także aktywność w poszukiwaniu dodatkowych źródeł dochodu. Proces rozwoju przedsiębiorczości na obszarach wiejskich w dużym stopniu uzależniony jest od wspierania przez państwo i władze samorządowe. Wspieranie przedsiębiorczości przez władze samorządowe obejmuje przede wszystkim realizację obowiązków ustawowych dotyczących świadczenia usług publicznych, przypisanych jednostkom samorządu terytorialnego oraz stosowanie odpowiedniej polityki wobec małych i średnich przedsiębiorstw działających na danym terenie.

Recently more and more commonly an opinion has been formulated that increasing local government and, wider speaking, public administration efficiency calls for and depends on innovative changes Thus today efficient public management is identified with innovative management. The paper analyses public local development strategic management tools in the scope of their consistency and comprehensiveness. It was found out on the basis of the carried out considerations that local development management system enables to connect the defined local government development objectives with the tasks set to develop the best possible environment for the local inhabitants. The considerations prove that local development should both include and integrate the basic areas of development alongside with efficient coordination of the investment processes and financial management in the commune.

W ostatnich kilkunastu latach coraz powszechniej formułowany jest pogląd, iż zwiększenie sprawności zarządzania w administracji samorządowej, i szerzej w pu-blicznej, w szczególności zależy od zmian, które mają charakter innowacyjny. Dlatego współcześnie coraz częściej pod pojęciem sprawne zarządzanie publiczne rozumiane jest zarządzanie innowacyjne. Przeanalizowane podstawowe instrumenty publicznego zarzą-dzania strategicznego rozwojem lokalnym podkreślają jego spójność i kompleksowość. Na podstawie przeprowadzonych rozważań stwierdzono, że system zarządzania rozwojem lokalnym umożliwia powiązanie celów rozwoju jednostki samorządu terytorialnego z re-alizowanymi zadaniami na rzecz kształtowania jak najlepszego środowiska życia miesz-kańców. Zarządzanie rozwojem lokalnym powinno obejmować i integrować podstawowe jego sfery, a także skutecznie koordynować procesy inwestycyjne i gospodarkę finansową w gminie.
