Jakość edukacji jest bardzo istotnym czynnikiem przekładającym się na jakość kapitału ludzkiego. Światowe doniesienia naukowe wskazują na oddziaływanie poziomu rozwoju społecznego na poziom kapitału ludzkiego społeczeństwa. Dodatkowym problemem występującym przy obserwacji przestrzennego zróżnicowania kapitału ludzkiego społeczeństwa są nierówności społeczne. Zatem poprawianie jakości kapitału ludzkiego powinno uwzględniać dwa powyżej wymienione aspekty: z jednej strony dążenie do poprawy jakości kapitału ludzkiego społeczeństwa, a z drugiej strony – niwelowanie nierówności społecznych. Celem prezentowanych badań była próba znalezienia czynników różnicujących jakość kapitału ludzkiego kształtowanego przez system edukacyjny. Cel ten był weryfikowany poprzez następującą hipotezę: jakość edukacji jest determinowana przez poziom rozwoju społecznego. Powyższa hipoteza została potwierdzona – pomiędzy skrajnymi klasami rozwoju społecznego występują statystycznie istotne różnice w wartościach mierników jakości edukacji. Wyższy poziom rozwoju społecznego występuje w powiatach należących do dużych aglomeracji lub bezpośrednio do nich przylegających. Przeprowadzone badania wskazują jednoznacznie na niższą jakość edukacji na obszarach poza dużymi aglomeracjami. Konieczne jest jednak przeprowadzenie pogłębionych badań mających na celu dogłębne wyjaśnienie stwierdzonych różnic. Wykazane zależności powinny wyznaczać długofalowy kierunek działań prowadzący do poprawy jakości edukacji w powiatach o niższym wskaźniku rozwoju społecznego. Właściwym praktycznym kierunkiem takich działań jest skierowanie dodatkowych środków finansowych na zajęcia wyrównawcze dla młodzieży oraz wypracowanie systemu motywowania młodych ludzi do zdobywania wiedzy.

The quality of education is a very important factor, which translates into the quality of human capital. Global scientific reports indicate that the level of social development affects the level of human capital in society. Social inequalities constitute another problem in the spatial differentiation of human capital. Thus, measures aimed at improving the quality of human capital should take into account the two above-mentioned aspects: on the one hand, the desire to improve the quality of human capital in society; on the other hand, eliminating social inequalities. The aim of this study was to find the factors that differentiate the quality of human capital, shaped by the educational system. This goal was verified by the hypothesis that the quality of education is determined by the level of social development. This hypothesis has been confirmed. It has been found that there are statistically significant differences in the measures of the quality of education between the extreme classes of social development. The higher level of social development occurs in districts belonging to large cities or directly adjacent to them. Therefore, it is necessary to conduct further studies aimed at an in-depth explanation of these differences. This study, however, clearly indicates that the quality of education is lower in areas outside large agglomerations. These correlations should encourage a long-term course of action leading to the improvement of the quality of education in districts with lower levels of human development. The proper practical solution is to allocate more financial resources for remedial classes for young people and to develop a system motivating young people to acquire knowledge.

Od ponad dekady rośnie w Polsce zainteresowanie spółdzielniami socjalnymi jako nowoczesnymi instrumentami polityki społecznej, przy czym dostrzegana jest ich nierównomierna liczebność w ujęciu regionalnym. W niniejszym artykule podjęto próbę stworzenia modelu ekonometrycznego opisującego zależność między wybranymi czynnikami o charakterze społeczno-ekonomicznym a liczbą spółdzielni socjalnych przypadających na 10 tys. podmiotów sektora prywatnego. Zastosowano w tym celu funkcję regresji. Szacowanie parametrów przeprowadzono stosując uogólnioną metodę najmniejszych kwadratów (UMNK). Badanie przeprowadzono dla najnowszych dostępnych danych, tj. za 2014 r., zagregowanych na poziomie 66 podregionów (NUTS-3). Wstępnie wyselekcjonowane zmienne objaśniające ograniczono do tych, które łącznie pozwalają na względnie duże dopasowanie modelu. Mimo to powstały w ten sposób model jedynie w 40 proc. wyjaśnia zmienność wariancji. W oparciu o ten model można wyciągnąć wniosek, że czynniki społeczno-gospodarcze mają niewielki wpływ na proces powstawania spółdzielni socjalnych.

Social cooperatives have been a point of interest in Poland for more than a decade, however their uneven numbers by region is noticed. This paper shows the results of an attempt to create an econometric model describing the relationship between selected explanatory variables of social and economic aspect and the number of social cooperatives per 10 000 private sector entities as a dependent variable. A regression function was used for that purpose. Parameter estimation was performed using a generalized least-squares method. The study was conducted for the latest available data, ie. for 2014., aggregated on the level of 66 sub-regions (NUTS-3). Although, initially the explanatory variables were limited to those that enabled a large model fit, the final model is capable of explaining only in 40 percent the variability of variance. Basing on this model, it can be concluded that socio-economic factors have little effect on the process of formation of social cooperatives.
Teoria kapitału ludzkiego zakłada, że kształcenie młodych ludzi na uczelniach wyższych przełoży się w sposób bezpośredni na rozwój ekonomiczny i wzrost PKB. Obserwowane w wielu krajach zjawiska budzą wątpliwości co do działania tej teorii. Stan ten może wpłynąć na decyzje młodzieży, która w obecnych czasach jest szczególnie zagrożona bezrobociem. Jest to szczególnie ważne w kontekście postępującego starzenia się społeczeństwa. Analizując dane z Polski przy podziale NTS-3 pod kątem form aktywności zawodowej i korzystając z danych opisujących otoczenie młodych ludzi, pojawia się pytanie: Jakie czynniki wpływają w największym stopniu na zainteresowanie studiami wyższymi młodzieży w Polsce? Celem artykułu jest zatem wskazanie przy pomocy modelu stacjonarnego czynników które mają największy wpływ na decyzję młodzieży związaną z podjęciem studiów wyższych. Przeprowadzono modelowanie zależności przy użyciu UMNK z korektą heteroskedastyczności. Wyniki modelowania wskazują, że największy wpływ na zainteresowanie studiami wyższymi (zdefiniowanymi jako stosunek średniej ilości studentów na uczelniach wyższych w latach 2012–2014 w danym podregionie do średniej ilości absolwentów szkół ponadgimnazjalnych) mają takie cechy powiatów jak: stosunek ilości osób bezrobotnych do 24 roku życia do ilości bezrobotnych ogółem, odsetek bezrobotnych z wykształceniem średnim, przeciętne wynagrodzenie, średnia wartość dochodu na 1 mieszkańca. Przy czym bezrobocie działa negatywnie na zainteresowanie, pozytywny efekt mają przeciętne wynagrodzenie i średnia wartość dochodu na 1 mieszkańca.

Analyzing data from subregions in Poland (NTS-3) including forms of economic activity and data describing the environment of young people following question arises: What factors, affect most, the interest in higher studies of young Poles? The aim of this article is therefore to determine factors that have the greatest impact on the decision of young people associated with taking higher education using a stationary model. Modeling was carried out using UMNK with the correction of heteroskedasticity. The modeling results indicate that the greatest impact on interest in higher studies (defined as the ratio of the average number of students in higher education in 2012–2014 in the sub-region to the average number of graduates of secondary schools) have following features: the ratio of unemployed people under 24 years of age to the number of unemployed, the proportion of the unemployed with secondary education, the average salary, the average value of budget revenue of local governments per capita. At the same time, unemployment acts negatively on the interest, the positive effect comes with growth of average salary and the average value of budget revenue of local governments per capita.
The problem of quantifying public goods is one of the most complex problems related to public choice theory. We argue that the public goods constitute an isomorphic, socio-economic system which is not a “black box”. The central goal of the article is to develop a universal methodology for measuring the quantity and quality of public goods, and the efficiency of their provision in different sectors of the economy. The authors have applied the developed methodology to a study of the process of public goods provision in the Polish education sector. The empirical research bears out the theory that the supply of public goods in the education sector is determined by the structure of the local budgetary funds used for that purpose, and not only by the total amount of public spending.
Dyskusja nad zrównoważonym rozwojem drobnotowarowych gospodarstw rolnych wynika ze znaczenia zarówno samej koncepcji zrównoważonego rozwoju ekonomiczno-społecznego w odniesieniu do rolnictwa, jak i dużej roli małych rodzinnych gospodarstw rolnych w Polsce. We wskazanym obszarze istnieje niewątpliwa luka badawcza w zakresie przekrojowych badań dotyczących małych gospodarstw rolnych. Analizę przeprowadzoną w tym artykule osadzono w teorii ekonomii politycznej i nowej ekonomii instytucjonalnej. Głównym celem artykułu jest identyfikacja czynników mikroekonomicznych i politycznych oraz powiązań z rynkiem, wpływających na poziom zrównoważenia ekonomiczno-społecznego rodzinnych gospodarstw rolnych w Polsce. Na podstawie bazy danych obejmującej ponad 700 jednostek za pomocą metody TOPSIS obliczono najpierw stopień zrównoważenia ekonomiczno-społecznego gospodarstw, a następnie wykorzystując analizę regresji wielorakiej określono wpływ wybranych czynników na poziom tego zrównoważenia. Z przeprowadzonej analizy wynika, że kluczową determinantą zrównoważenia ekonomiczno-społecznego gospodarstw rolnych jest ich integracja z rynkiem i pozycja w łańcuchu marketingowym. Sprawnie działające kanały dystrybucji produktów rolnych i powiązania rolnika z kontrahentami wzmacniają pozycję ekonomiczno-społeczną gospodarstwa. Pozytywny wpływ ma także wykształcenie i młody wiek rolnika oraz wielkość produkcji i powierzchnia gospodarstwa. Z kolei wysoki udział dopłat z UE w dochodach rolnika oddziałuje negatywnie na zrównoważony rozwój gospodarstwa. Jeśli idzie o charakter produkcji, to typ mieszany produkcji rolniczej w większym stopniu wpływał na poziom zrównoważenia aniżeli jednostronna specjalizacja w produkcji roślinnej lub zwierzęcej. Powyższe zależności stanowią istotną wskazówkę dla polityki wsparcia drobnotowarowych gospodarstw rolnych w Polsce.

The discussion on a balanced development of small agricultural farms is justified by the importance of the very concept of a balanced economic and social development of agriculture and the important role of small family farms in the Polish agriculture. In this subject area, there is an evident research gap regarding cross-sectional research concerning small family farms. The analysis of this subject presented in this article is based on theoretical concepts of political economy and new institutional economics. The main aim of the article is to identify microeconomic and political factors and market links that affect the level of economic and applying the TOPSIS method, the authors calculated first the degree of economic and social balance in individual farms, and then using the multiple regression they estimated the impact of the selected factors on the equilibrium level. The analysis indicates that the key determinant of a balanced development of agricultural farms is their integration with the market and their position in the marketing chain. Efficient distribution channels and trade links strengthen the economic and social position of the farm. A positive effect is also provided by the education and young age of the farmer, as well as by the output volume and size of the farm. On the other hand, a high share of EU subsidies in the farmer's income hampers a balanced development of the farm. As far as production structure is concerned, a mixed production model contributes more to a balanced development of the farm than the one-sided specialization in the vegetable or animal production. These dependencies may be an important advice for the policy providing governmental support for small agricultural farms in Poland.
