This article reviews the different types of fiscal rules and their properties with respect to various objectives assigned to fiscal policy. Then, it provides a descriptive analysis of the fiscal rules in force in the EU Member States. The characteristics of fiscal rules vary depending on the sub-sector to which they apply. Fiscal rules applying to higher levels government are usually incorporated into multi-annual budgetary framework whereas most rules applied to regional and local governments rely preponderantly on annual schemes. Most of the fiscal rules applied to regional or local levels governments are enshrined in constitution or law, while rules applying to the whole of the general government sector are more frequently based on coalition agreements or political commitments. Similarly, while rules for regional and local governments seem to have relatively strong enforcement mechanisms, rules applying to general and central governments generally don’t envisage ex ante defined actions in case of non-compliance. The analysis also indicates that contract countries tend to have more fiscal rules applied to central government and social security sectors while delegation countries have a higher number of fiscal rules implemented at regional and local level.

The paper aims to analyse the role of green banking in organising a sustainable industrial network. The main hypothesis of the paper is that the green bank works to mobilise other industrial actors to undertake activities and devote resources to implement network strategies of sustainable development. The main contribution of the paper is the proposition of integrating network analysis into the complex structure of green banking system interactions and relationships with the industrial system, which aim at eco-development into a coherent industrial ecosystem. The conceptualisation of a green banking network using the industrial network approach is configured to address explicit environmental and social issues. The main assumption of the sustainability network model is that the relationships of banks with stakeholders (i.e. suppliers, employers and customers) are based on mutual benefit and sustainability outcomes.

This study investigates the impact of the scheduled US and Poland macroeconomic news releases on investment decisions on the Warsaw Stock Exchange (WSE). Our real time macroeconomic data cover the period between July 2006 and June 2009. The macroeconomic variables used include three groups of indexes: the general situation in the economy (GDP and unemployment rate for Poland, GDP and Nonfarm Payrolls for US), customers’ situation (CPI and Retail Sales Dynamics for Poland and US) and situation in enterprises sector (PPI and Industrial Production Dynamics for Poland and US). We find evidence that to a larger extent the investment decisions on the WSE are driven by the US macroeconomic variables rather than the Polish ones. Specifically, we find significant effects of the general situation in the US economy on the investment decisions. Of the macroeconomic news releases, the US GDP has the largest impact on the WSE.

The aim of the article is to estimate the extent of the inadequacy of the European Central Bank’s (ECB’s) monetary policy to the economies of those EU member states which have not joined the euro area so far. The assessment of the extent of maladjustment of the single monetary policy is based upon a counterfactual analysis and is carried out for the economies with the so-called derogation from the Economic and Monetary Union (EMU) since the ECB started to operate. The status of a derogation means that a member state is formally obliged to adopt the single currency euro and must face the consequences resulting from the single monetary policy in the context of economic macro-stabilization. The results obtained may be useful in a discussion on the moment of accession to the eurozone.

Celem artykułu jest oszacowanie stopnia nieadekwatności polityki pieniężnej Europejskiego Banku Centralnego (EBC) w unijnych gospodarkach państw, które jak dotąd nie przystąpiły do strefy euro. Ocena tego niedopasowania zostanie dokonana na podstawie kontrfaktycznej analizy polityki EBC oraz wewnętrznych uwarunkowań gospodarek z tzw. derogacją Unii Gospodarczej i Walutowej (UGiW) od początku funkcjonowania EBC. Status z derogacją oznacza formalne zobowiązanie kraju członkowskiego do przyjęcia wspólnej waluty euro i konieczność stawienia czoła konsekwencjom wynikającym z jednolitej polityki pieniężnej w kontekście stabilizacji makroekonomicznej. Uzyskane rezultaty mogą okazać się przydatne w dyskusji nad momentem przystąpienia do strefy euro.
