The article compares the largest cities in Poland - those inhabited by more than 300 000 people - in terms of incomes, expenses, their public transport offer and all the funds assigned by the cities to subsidize municipal public transport. There are prominent and significant differences between the cities in the amount of funds directed towards municipal public transport. Municipal public transport, a financing of public transport, cities, incomes and expenses of the cities. The differences in the involvement of the cities in the financing of municipal public transport means that the cities follow their own strategies with regards to the development of the municipal public transport systems, which is reflected in the funds allocated for subsidies.

Organizacja miejskiego transportu zbiorowego to jedno z zadań własnych gminy, które może być realizowane w różnych formach: samodzielnie w ramach posiadanych przez gminę zasobów lub przez podmioty zewnętrzne, którym zadanie to zlecane jest bezpośrednio bądź też w drodze przetargu konkurencyjnego. Ostatnia dekada XX w. to okres zmian w organizacji miejskiego transportu zbiorowego w Polsce. W największych miastach rozdzielono organizację od wykonawstwa przewozów i powołano zarządy transportu miejskiego. W artykule zidentyfikowano oraz scharakteryzowano czynniki wpływające na decyzję rozdzielenia organizacji i wykonywania przewozów. Omówiono również wady i zalety różnych form organizacyjno-prawnych zarządów transportu miejskiego, a także zaprezentowano przykłady zarządów funkcjonujących w Polsce.

Organizing local passenger transport is one of the own tasks of the municipality, which may be realized in various forms: by the municipality itself, within its resources or by external providers, who are ordered to complete these tasks directly or in the tender process. The last decade of the twentieth century was the time of changes in the organization of public transport in Poland. In the largest cities there was a separation between the functions of transport organizing and service providing and the boards of public transport were established. The factors, which influence on the decision to separate these two functions, were identified and characterized in the article. The article discuss also the advantages and disadvantages of various organizational and legal forms of public transport boards, and presents the examples of public transport boards operating in Poland.
