Using panel data, this paper examines the impact of firms with foreign capital on the labour productivity of domestic firms in Poland. The econometric analysis is based on unpublished firm level data compiled by the Polish Central Statistical Office for 1993-2007. In order to examine productivity spillovers from foreign direct investment in Polish manufacturing the author makes use of the contagion and technology gap hypotheses. The former assumes that productivity spillovers from foreign firms to local ones increase in proportion to the growing share of foreign-owned firms in total production. The second hypothesis presumes that the greater are the technological gaps between foreign and local firms, the more intensive is the technology spillover. Estimated results indicate however that there were no productivity spillovers from foreign firms to local ones in manufacturing as a whole between 1993- 2007. The greater technology gap actually led to less intensive spillovers for different groups of industries according to various classifications, however the results differ between groups of industries.

The article examines the innovativeness of enterprises in 69 Polish NUTS3 sub-regions in 2014. The analysis is based on unpublished regional data from the Polish Central Statistical Office covering the following variables: the share of enterprises which have incurred outlays for innovative activities, the share of enterprises implementing process or product innovations, the share of companies collaborating in the field of innovation, and the share of new or modernized products in total production sold in industrial companies. The analysis focuses on building rankings and cluster analysis of NUTS3 regions. As research methods, the author uses selected methods of multidimensional comparative analysis, principal component analysis and the hierarchical Ward’s method. The results show that there are substantial differences among NUTS3 sub-regions as regards innovativeness of enterprises. The low level of cooperation does not foster innovation. Innovation outputs of enterprises are also unsatisfactory. The highest variation is seen in the share of new or modernized products in total production sold in industrial companies. The final effect of the cluster analysis is the division of regions into 7 groups. In the case of units where innovation inputs are not reflected in innovation outputs, it would be useful to explore regional and local factors influencing those relations. Further research is still needed.

Innovations, associated with accumulation of knowledge, research and development and productivity growth, determine first of all competitiveness of the best developed regional economies, defined as hubs of knowledge. The aim of the article is an analysis of this type of regions and a survey of fundamental theoretical concepts of its competitiveness. An important role in creation and circulation of knowledge is assigned to networks. Results of empirical analysis confirm their diversity depending on assumptions, measures and size of the analysed group. Competitiveness is not a static concept. Regions once assigned to the group of knowledge hubs, do not have to stay there permanently. It depends, in large measure, on their development strategies and effectiveness of regional policy.

Smart specialisation constitutes an important framework for regional innovation policy making in the EU. According to the EU documents, the process of smart specialisation can be applied in all types of regions: the most developed ones as well as the least innovative ones. It is thus of great importance for regions with a low level of innovation performance due to numerous innovation challenges faced by these regions (such a situation can be observed in the case of four least innovative regions in Poland). The main objective of the paper is to assess the advancement of the least innovative Polish regions in the process of smart specialisation. In order to achieve this objective, the following detailed objectives are expected to be met: 1. presentation of innovation challenges for the least developed regions in Europe; 2. selection of the least innovative Polish regions on the basis of four indicators; 3. assessment of the advancement in the smart specialisation process in selected regions with reference to their economic, social and innovation potential. As research methods, the authors used descriptive analysis, analysis of strategic documents, case studies analysis and statistical analysis. As results from the analysis, the approach to the identification process of smart specialisations in the least innovative Polish regions was diverse. Depending on the maturity level of work on updating Regional Innovation Strategies, awareness of competitive advantages at the sectoral and technological level, used methods, different concepts of their identification have been adopted.

Celem artykułu jest analiza wykorzystania środków funduszy strukturalnych UE na projekty innowacyjne w MŚP w ramach Regionalnego Programu Operacyjnego dla Województwa Pomorskiego (RPO WP) na lata 2007-2013. W analizie wykorzystano dane udostępnione przez Agencję Rozwoju Pomorza S.A. W pierwszej części opisano warunki i zasady przyznawania dotacji. W dalszej kolejności dokonano krótkiej charakterystyki przedsiębiorstw prowadzących działalność w województwie pomorskim, a następnie przedstawiono wyniki analizy dofinansowanych projektów. Rezultaty analizy potwierdziły istotne zróżnicowanie projektów w zakresie ich wartości, przyznanej kwoty dofinansowania oraz branży. Jak dotychczas, niewielka ich część realizowana jest w sektorach wysokich technologii. Pod względem ilości, większość projektów realizowana jest ze środków własnych przedsiębiorstw. Wyniki wskazują na wysoką koncentrację projektów w aglomeracji trójmiejskiej. Rezultaty badania pozwalają na wysnucie wniosku o ograniczonej chęci współpracy przedsiębiorstw z partnerami zewnętrznymi przy realizacji składanych projektów.
