The article is an attempt to present the thesis that social employment may constitute an appropriate instrument to counteract social exclusion. Employment is an element of social stimulus to action, promote social and occupational mobility. These activities are part of the active social policy based on stimulating the action that aims at maximizing human resources. Activity on the ground of welfare service is a very desirable form of assistance. Assistance can’t be equated with the replacement of potential of the individual units. These activities are aimed at interruption of the period of occupation inactivity and creating a conditions leading to sustainable employment.

Unemployment is the most important social problem affecting hundreds of millions of people in the world. It is a threat to various groups with different social background and age, especially young people, women and those having the lowest education. It is a phenomenon as it pushes workers to the margins of society, causing progressive impoverishment, misery, increased stress as well, social and moral degradation. It deprives one of basic human rights, including the right to work, which is connected directly to the right to life. This often leads to the loss of meaning and purpose in life, existence is viewed as an disappointing and depressing. Job loss causes isolation; dissolution of friendly relations and exclusion from professional and social events. Unemployment also creates conflicts in family life, diverce and negatively affects relationships between family members. As numerous studies have shown unemployment results in increasing pathology of social life: alcoholism, drug addiction, prostitution and crime, particularly in relation to young people. Working women are paid significalitly less, (often about 30% less) than men who work in the same positions. Researches show that, indeed, there are major differences in remunerations, mainly because women work in offices and administration, where wages are lower than in the production dominated by men. Despite a very good education and striving for continuous improvement of qualifications there are few women working on in high positions. Generally, it is clear that women have significant problems with achieving leadership positions and career advancement. The immediate cause of unemployment among women is maternity leave. Access to employment is often made difficult for women due to the stereotypes claiming that women should devote themselves primarily to family and conjugal life. An important factor that generates unemployment among women is the fact that there are relatively few women employers.

Bezrobocie jest obecnie najbardziej istotnym problemem społecznym, który dotyka setki milionów ludzi w świecie. Zagraża różnym grupom społecznym i wiekowym, w tym szczególnie ludziom młodym, kobietom i osobom mającym najniższe wykształcenie. Jest złem, gdyż spycha robotników na margines życia społecznego, powodując postępujące ubożenie, nędzę, narastające stresy, degradację społeczną i moralną. Pozbawia człowieka podstawowych praw, w tym prawa do pracy, które wiąże się w sposób bezpośredni z prawem do życia. Prowadzi często do utraty sensu i celu życia i jest postrzegane jako życiowa klęska i dramat. Utrata pracy powoduje społeczną izolację, utratę kontaktów koleżeńskich, zawodowych i towarzyskich. Wywołuje konflikty w zakresie życia rodzinnego, powoduje rozpad więzi małżeńskich oraz negatywnie wpływa na relacje między członkami rodziny. Jak dowodzą liczne badania, bezrobocie jest przyczyną wzrastających patologii życia społecznego: alkoholizmu, narkomanii, prostytucji i przestępczości, zwłaszcza w odniesieniu do ludzi młodych. Praca kobiet jest niżej wyceniana, niejednokrotnie o 30% mniej niż praca mężczyzn, którzy pracują na tych samych stanowiskach. Badania dowodzą, że rzeczywiście istnieją znaczne różnice w płacy, gdyż kobiety pracują głównie w biurach i administracji, gdzie pensje są niższe niż w produkcji, która jest zdominowana przez mężczyzn. Im wyższe stanowisko, tym mniej kobiet, mimo bardzo dobrego wykształcenia i dążenia do stałego podnoszenia kwalifikacji. Ogólnie trzeba stwierdzić, że kobiety mają istotne problemy z osiąganiem kierowniczych stanowisk izawansem zawodowym. Bezpośrednią przyczyną bezrobocia u kobiet jest przerwa w aktywności zawodowej spowodowana urodzeniem i wychowaniem dzieci. Dostęp do zatrudnienia utrudniają często kobietom stereotypy głoszące, że kobieta powinna poświęcić się przede wszystkim życiu małżeńskiemu i rodzinnemu. Ważnym czynnikiem, który generuje bezrobocie u kobiet, jest to, że stosunkowo mało jest kobiet pracodawców.

Homelessness is a non-homogenous social problem, not easy to diagnose. In Poland there is still a deficit in research regarding this issue and studies conducted so far focus for example on the question of homelessness itself, marginalisation resulting from it, analysis of the social environment of the homeless, heterotopy of homelessness and presentation of practical solutions aimed at this group of beneficiaries (e.g. aid programmes, activity of specific institutions). In recent years, a system of shelters has been established allowing the homeless "to survive". However, more often than not they reinforce the existing condition rather than allow for overcoming it. One of the elements which are a decisive factor in the process of overcoming homelessness involves finding, taking up and sustaining work. Professional activity means performing a specific job. In case of the homeless the option of obtaining a job is connected with a number of difficulties. Remembering about that, the author of the herein article has attempted to discuss the issue of employment activation of the homeless.
