The paper discusses the issues of forming the cooperation between self-government units and entities which belong to the touristic sector, pointing out the role of local and regional tourism organizations in the communication process. The article aims at indicating of the activities performed by entities of tourism economy (self-government, tourism companies and tourism organizations) in the field of local and regional tourism development. The touristic cluster was shown as a new, not fully formalized way of cooperation between self-governments and economic entities.
