One of conceptually-methodological as to its nature theoretical conclusions in respect of the positions of public opinion and its role in democratization of society is the fact that from the array of senses which are formed by sociological opinion of the recent decades, it follows that a theory is a system of generalized knowledge which reflects certain laws of social development through the explanation of those or other parties of social reality. Exactly in the ontological understanding of the social fact stopped up its capability to embrace different processes and relations, things and structures. Dialectical approach requires to allow for dependence of the fact on the theory which, accordingly, forms its theoretical basis. But one should not forget about certain relativity of such dependence because the fact is also a determined and objective reality. Modern sociology must ensure such a level of theoretical substantiation, to perform not only a consultative but also structural function in society.
