Today many factors have to be considered in order to create a successful organisation with a strategic advantage, competing in an environment with uncertain and undefined conditions. One of the key elements that can give an organisation this advantage is the ability to be open for innovation. Becoming an innovative and learning organisation requires changes and improvements in the organisational structure and the relationship with the community. This innovative approach, mainly used for business management, can also be applied to the public sector. This article presents the results of a research carried out within the water and sewage industry in Poland. The research examined proinnovative attitude of the management and specified the types of innovation implemented in the industry within the last three years (2011-2013).
