„Biblioteka Księgarza” – seria wydawnicza wspierająca kształcenie księgarzy w PRL

„Biblioteka Księgarza” to seria wydawnicza firmowana i prowadzona przez Stowarzyszenie Księgarzy Polskich, ale publikowana przez kilka różnych oficyn wydawniczych, takich jak Wiedza Powszechna, czy Państwowe Wydawnictwa Szkolnictwa Zawodowego. Seria ukazywała się w latach 1960−1965, obejmując łącznie dziewięć pozycji przydatnych w kształceniu przyszłych adeptów zawodu księgarza. Publikacje mają proste opracowanie graficzne wynikające z ich edukacyjnego charakteru. Ta kilkuletnia akcja wydawnicza została prawie całkowicie zapomniana, ale pozycje, które ukazały się w jej ramach, stały się dziś źródłem informacji o zasadach funkcjonowania placówek księgarskich PRL. Zamieszczone w poszczególnych opracowaniach informacje dotyczące m.in. schematu organizacyjnego Centrali Księgarstwa „Dom Książki”, organizacji sprzedaży wysyłkowej czy też zasad obliczania marży kolporterskiej mogą być wykorzystane przy omówieniu różnych zagadnień związanych z organizacją sprzedaży książek w minionej epoce.

Biblioteka Księgarza is the publishing series administered by the Association of Polish Booksellers, but published by various publishing houses such as Wiedza Powszechna and Państwowe Wydawnictwa Szkolnictwa Zawodowego. The series came out in the years 1960–1965 and included nine units useful in the education of future booksellers. The publications have a simple graphic layout. The series have been almost entirely forgotten, but the nine publications are now the source of information about how bookshops operated during the times of the Polish People’s Republic. The information, which may be used in discussions about various aspects connected with the sale of books in the communist times, concern the organizational composition of the Headquarters of Booksellers “Dom Książki”, the organization of mail order sales, and the calculation of the margin for distributors.

Die Veröffentlichungen unter dem Namen „Biblioteka Księgarza“ gehören zu einer Verlagsreihe, die vom Verband der BuchhändlerInnen in Polen herausgegeben wurde und in den Jahren 1960−1965 in verschiedenen Verlagshäusern wie Wiedza Powszechna oder Państwowe Wydawnictwa Szkolnictwa Zawodowego erschien. Sie umfasste insgesamt neun Publikationen, die bei der Bildung der künftigen BuchhändlerInnen behilflich waren. Sie zeichnen sich durch eine einfache Bildgestaltung aus, was aus ihrem bildenden Charakter hervorgeht. Diese Verlagsaktion, die einige Jahre hindurch dauerte, wurde inzwischen fast völlig vergessen, aber die Publikationen, die doch erschienen sind, gelten heute als Informationsquellen über die Buchhandlungen der Volksrepublik Polen. Die in den einzelnen Bearbeitungen angeführten Angaben u. a. zur Organisationsstruktur der Buchhandlungszentrale „Dom Książki“, zum organisierten Versandverkauf oder zur Berechnung der Austrägermarge können bei der Erläuterung verschiedener Fragen, die mit der Struktur des Buchverkaufs in der vergangenen Epoche verbunden sind, behilflich sein.

Artykuł 28 Ustawy o prawie autorskim i prawach pokrewnych z 4 lutego 1994 r. zezwala instytucjom takim jak biblioteki, archiwa i szkoły na nieodpłatne udostępnianie egzemplarzy utworów (tzw. przywilej biblioteczny). Jednak Dyrektywa Rady Wspólnot Europejskich Nr 92/100 z dnia 19 listopada 1992 r. w sprawie prawa najmu i użyczenia oraz niektórych praw pokrewnych prawu autorskiemu w zakresie własności intelektualnej (wersja ujednolicona: 2006/115/WE) wprowadza konieczność wynagradzania z tytułu publicznego użyczania egzemplarzy utworów chronionych (tzw. public lending right). Na przełomie 2013 i 2014 r. Ministerstwo Kultury i Dziedzictwa Narodowego przeprowadziło szereg konsultacji w ramach Forum Prawa Autorskiego dotyczących nowelizacji prawa autorskiego, w tym przede wszystkim wprowadzenia wynagrodzenia za wypożyczenia biblioteczne. Artykuł przybliża stanowiska organizacji bibliotekarskich i środowiska wydawców w tym zakresie.

The directive 2006/115/EC on rental right and lending right and on certain rights related to copyright in the field of intellectual property introduces the need to implement remuneration for public lending of copies of protected works (public lending right). Based on the Directive, the author has an exclusive right to authorize or prohibit public lending of originals and copies of copyrighted works. The Directive gives the possibility to derogate from the exclusive public lending right in terms of lending library, provided that at least authors obtain remuneration for such a lending. At the turn of 2013 and 2014, the Ministry of Culture and National Heritage conducted a series of consultations in the framework of the Forum of Copyright for the amendment of copyright law, in particular the introduction of remuneration for lending by libraries.

(Polish title below: Poziom ksztalcenia i przygotowania do zawodu na studiach bibliologicznych w ocenie studentów Uniwersytetu Mikolaja Kopernika w Toruniu - wyniki badan ankietowych). The current economic and social situation in Poland forces changes in the system of higher education. Therefore, higher education institutions are required to conduct acute analysis and to instantly react for new tendencies and phenomena at the job market, which involve diversified offer of majors and programmes. The article discusses the results of a survey research conducted among the participants of information studies at Nicolaus Copernicus University in Torun. The authors present students' opinions on the quality and complementarity of education as well as on their feelings regarding the chances of finding a job after graduation. The research results may be a clue for the bibliological teaching centres in the area of adjusting the information studies curriculum to their participants' needs.

Since 2008, the staff of the Institute of Scientific Information and Book Studies at Nicolaus Copernicus University in Torun established the scientific journal entitled “Bibliological Studies of Torun”. The basic idea of this periodical is publication of works that represent different disciplines of library and information science. Another role is to serve the wide LIS community and provide a platform for presentation of scientific achievements as well as a forum for exchange of experiences and discussion. The following paper presents brief information about the editorial staff, co-workers, publishing features and subject areas covered by “Bibliological Studies of Torun” between 2008 and 2012.
