Abstract: The influence of the foreign earning migration on the living standards as well as on the creation of regional demand – an example of rural areas of the Opole district The article presents the results of a research led across the rural areas of the Opole dis­trict. The aim of the research was to show how strong does the process of migration influence the living standards as well as the creation of regional demand. The first part of this paper contains particular forms of earning emigration from the rural areas of the Opole district. The crucial role played a definition in which way the examined emigrants allocated their earnings for the expenses in their native land as well as abroad. A different problem were the effects of transferred incomes of examined emigrants on the level of disposing incomes in the examined area. At the end author presented ways of redistribution the part of emigrant’s earnings trans­ferred to the Poland and the influence of their expenses gained abroad on the creation of demand in the branch dimension. In this paper it is attempted, based on the results of empirical studies, to assess the fiscal effects of migration in a peripheral region in Poland. The results presented in the paper show the negative impact of emigration on the budgets of local governments. Migration flows and the lower revenues for local governments may lead to a widening of development disparities between growth centers and remote areas featured with migration outflow.

W artykule na podstawie wyników badań empirycznych oraz dokonanych szacunków podjęto próbę oceny skutków fiskalnych migracji zarobkowej dokonującej się z regionu peryferyjnego, jakim jest województwo opolskie. Zaprezentowane w artykule wyniki badań wskazały, że migracja wpływając niekorzystne na budżety samorządów, zwłaszcza lokalnych ˗ może oddziaływać na opóźnienia infrastrukturalne na terenach objętych masową migracją zagraniczną, a tym samym na dalsze pogłębianie się dysproporcji rozwojowych pomiędzy ośrodkami wzrostu a obszarami peryferyjnymi, z których dokonuje się migracja.

In this paper there are presented results of the research which indicate that metropolises could “wash out” of economic resources from intermetropolitan regions which as a consequence may experience many problems, one of which could be a depopulation. One of the factor of the depopulation are educational migrations involving the transfer of young people in order to enter the higher education institution to other centers (metropolises). In the situation when educational migrations transform into non-return migration it may contribute to the depopulation of the region and can lead to slow down the development of the intermetropolitan regions changing such areas to peripheries.

W artykule zaprezentowano wyniki badań świadczące o „wypłukiwaniu” kapitału ludzkiego z regionu międzymetropolitalnego przez sąsiadujące z nim regiony metropolitalne. Jednym z czynników wpływających na proces wyludniania się regionu są migracje edukacyjne polegające na transferze młodzieży do innych silnych ośrodków w celach podjęcia tam nauki, w szczególności studiów wyższych. O ile przeistoczą się one w migracje definitywne, w znacznym stopniu przyczynić się mogą do depopulacji i być jednocześnie zagrożeniem w rozwoju regionu międzymetropolitalnego.

In this paper the results of estimates on the fiscal impact of labor migration and remittances are presented for Opole Voivodship. For this purpose, on the one hand, an estimation was made of the amount of indirect taxes which affect the Polish budget by the spending of part of the income earned abroad by migrants from Opole Voivodship in Poland. On the other hand, an estimation was made of the losses for local governments, due to the non-payment of income tax in Poland by economic migrants from the Opole region. Although the estimates require a variety of assumptions and simplifications, it was possible to identify a range of losses incurred by the region due to migration.

Since the Polish accession to the European Union some important changes in the situation on the Polish and foreign labor market have been observed. Changes in employment in Poland and abroad have been observed among the Polish population, but also among the population, which have Polish and German citizenship due to historical factors. Thus, in an article on the basis of studies there is presented findings on the changes relating to employment in Poland and abroad in the period 2004-2010 among population with dual citizenship living in the Opole Voivodeship. Presentation of the results was also taking into account the gender and age of the study population.

The paper presents the quantitative changes that have occurred in employment among the rural population of Opole Voivodship after Polish accession to the European Union - over the years 2006-2010. Determination of these changes was possible because in 2006 and in 2010 there had been conducted quantitative research on the same sample group and with usage of the same research method. The comparative analysis of results of the research proved that within four years both the number of people working permanently in Poland and working abroad have changed. The results also indicated significant differences in the trends of changes between the two groups of the population living in Opole Voivodship - among the autochthon population who have the Polish and German citizenship and among non-autochthonous population who have only Polish citizenship.

In the article based on results of the empirical studies, which attempted to describe the impact of the situation on the local labor markets on preferences for the future place of education, work and live for young people from selected regions in Lower Silesia. For this purpose has been made an analysis of 2 districs in Lower Silesia, where the first district has been characterized by the lowest unemployment rates and the second one had the highest unemployment level. The analysis has revealed, how strong a diverse situation on the labor market can influence the educational and definitive drainage of the young people in Lower Silesia.

The article presents the results of empirical research conducted among 1254 students of third class secondary schools located in towns of Opole Voivodeship. As a result of research there have been established plans and preferences of young people graduating from secondary school and motives of choosing a profession. Detailed analysis of the results also allowed to point out differences in motives determining the choice of a profession based on gender and nationality of the respondents.
