Celem artykułu jest analiza koncepcji współdzielonej odpowiedzialności. Jego autor dzieli się swoimi spostrzeżeniami na temat sposobu ujmowania tego rodzaju odpowiedzialności w teorii demokracji, w szczególności zaś w liberalnej teorii sprawiedliwości. Dokonuje też oceny możliwości praktycznego zastosowania koncepcji współdzielonej odpowiedzialności w polityce społeczno-ekonomicznej, mającego na celu ograniczenie deficytu demokracji we współczesnych państwach.

This paper examines the concept of shared social responsibility. The author provides significant theoretical insights on shared social responsibility and its place in democratic theory, especially the liberal theory of justice. This article further explores ways of implementing practically the notion of shared social responsibility into socio-economic policy in order to address the democratic deficit within modern states.

Przedmiotem artykułu jest zagadnienie podejmowania przez państwo kapitalistyczne działań o charakterze alokacyjnym i produkcyjnym. W artykule państwo kapitalistyczne zostało zdefiniowane ze względu na jego funkcjonalny związek i zależność od procesu akumulacji. Omówiono w nim cechy alokacyjnego i produkcyjnego trybu działania państwa, jak również wyszczególniono rodzaje aktywności właściwe dla tych dwóch trybów działania. Artykuł analizuje również trzy główne strategie ustanawiania równowagi pomiędzy strukturami podejmowania decyzji a funkcjami państwa na rzecz procesu akumulacji.

This article analyses difficulties associated with actions undertaken by a capitalist state in the process of allocation and production. It defines the capitalist state in regard of its functional relation and dependency on a process of accumulation. The article discusses the features of an allocative and productive mode of a capitalist state. The author also presents the rules of policy making, pointing the fact, that, the usual concept of state’s activity, as an institution bound to solve the problems, in one-sided and not complete. The article also analyses three main strategies of establishing the balance between the structures of decision-making and state’s functions in regard of an accumulation process.

Governance − "puste pojęcie" czy naukowy program badawczy?

Rozpoczynam swoje sceptyczne przemyślenia dotyczące pojęcia governance i jego naukowo-politycznego potencjału od wyrażenia kilku uwag na temat funkcji składniowej, semantyki i pragmatyki tego terminu (żadne moje ambicje językowe nie wchodzą tu w grę, nie wypowiadam się też jako teoretyk dyskursu) (I). Następnie podejmę analizę relacji występujących między governance a rynkiem i państwem (II). Postaram się także wyjaśnić − spekulując w duchu socjologii wiedzy − zawrotną karierę tego pojęcia (III). Na zakończenie streszczę trzy linie krytyki koncepcji Governance i jej zastosowań w naukach społecznych (IV).

The introduction presents critical insights on the structure and semantics of the concept of governance. The main approaches to understand the concept of governance, in the debate on the modern state and the market, have been examined. Furthermore, the reasons why at present the concept of governance is so popular all over the world, have been explained. The final part of the paper offers some critical observations on the important limitations in the use of the concept of governance both in theory and practice.
