Konstytucyjną podstawą ustroju gospodarczego Polski jest społeczna gospodarka rynkowa. Opiera się ona na: wolności działalności gospodarczej, własności prywatnej oraz solidarności, dialogu i współpracy partnerów społecznych. Koncepcja społecznej gospodarki rynkowej w Polsce ma ordoliberalne korzenie. Dlatego jej ważnym elementem powinien być prymat polityki ustrojowej. Należy ją ukierunkować na kształtowanie konkurencyjnego ładu gospodarczego. W tych warunkach polityka procesowa odgrywałaby pomocniczą rolę. Ważnym elementem społecznej gospodarki rynkowej w Polsce powinien być także aspekt etyczny. Chodzi tutaj o tworzenie takich warunków, aby zabezpieczyć prawa człowieka, a także godność pracy. Człowiek rozwija się bowiem przez pracę, która służy dobru wspólnemu społeczeństwa.

Social market economy is the constitutional foundation of economic system in Poland. It is based upon: freedom of economic activity, private ownership and solidarity, dialogue and co-operation of social partners. The concept of social market economy in Poland has ordoliberal roots. Therefore, its weighty element should be the primacy of economic system policy aimed at creating competitive economic order. Under such circumstances the process policy would be of supportive role. Ethical aspect should be also a major element of social market economy in Poland. Hence it is necessary to protect human rights as well as work dignity since a man is developing through work that serves the well-being of society.

Ustrój gospodarczy jest bardzo ważnym czynnikiem rozwoju kraju. Kon¬stytucyjną podstawę ustroju gospodarczego Polski stanowi społeczna gospodarka ryn¬kowa oparta na wolności działalności gospodarczej, własności prywatnej oraz solidarno¬ści, dialogu i współpracy partnerów społecznych. Ustrój ten umożliwia szybki i trwały rozwój. Polityka kształtowania ładu gospodarczego w Polsce była jednak często prowa¬dzona zarówno niekonsekwentnie, jak i nieudolnie. Właśnie dlatego nie sprzyjała ona znacznemu przyspieszeniu wzrostu i rozwoju gospodarczego.

Economic order is a very important factor of development for a country. So¬cial market economy based on freedom of economic activity, private property and soli¬darity, dialogue and cooperation of social partners creates the constitutional foundation of economic system in Poland. This order enables fast and sustainable development. However, economic system policy in Poland was often adopted inconsistently as well as ineffectually. That is just why it stimulated economic growth and development insuffi¬ciently.

Economic as well as ethical aspects of development are of great importance. In the last few decades, the People’s Republic of China (PRC) has tried to overcome economic backwardness. Under the leadership of the Communist Party of China, a socialist market economy and socialism with Chinese characteristics were officially promoted. However, priority was given to market reforms and very fast economic growth while the ethical aspects of the PRC’s development were neglected. That is why the PRC must face important development challenges.

To succeed in the marketplace, companies must adopt competitive strategies. Economic, as well as ethical aspects of competitive strategies, are of great importance. A lack of healthy competition leads to difficult problems in economic life, especially in the banking sector. The most irresponsible competitive strategies have the potential to make the highest return. However, risky financial decisions usually resulted in banking crises. They were frequently resolved through bailouts at the taxpayer’s expense and contributed to moral hazard.
