In the paper there are results of the research on competitiveness of Polish companies which was conducted within the Company Competitiveness Barometer in 2014. The paper includes a short description of the integrated company competitiveness model, their integral elements and methodology of the research. Then there are results of a competitive potential, a strategy of competition, a competitive advantage, a competitive position of examined companies. 252 companies took part in the Company Competitiveness Barometer 2014. Answers to the survey placed on www.konkurencyjniprzetrwaja.pl allow to get knowledge about a sample of Polish companies in different sectors of economy. The data was also a foundation to verify some theoretical assumptions of the relations between the elements of competitiveness.

W dobie nieustannych przemian i narastającej konkurencji, także w sektorze ochrony zdrowia, dbałość o wdrożenie i doskonalenie narzędzi usprawniających zarządzanie przedsiębiorstwie i wspomagające jego rozwój jest w pełni uzasadnione. W artykule autorzy, nawiązując do nowych koncepcji konkurencyjności, skupili się na wątku przedsiębiorczej koncepcji konkurencyjności, a zwłaszcza na próbie jej oceny i pomiaru w konwencji orientacji przedsiębiorczej w warunkach sektora publicznego. Autorzy omawiają także przeprowadzone badania sondażowe dotyczące wpływu orientacji przedsiębiorczej na efektywność zarządzania, które stanowią również wprowadzenie do szerszych badań w zakresie przedsiębiorczości publicznej.

Nowadays, attempts to promote innovative and entrepreneurial behaviours are more and more common in the public sector. In order to improve organisational procedures as well as to enhance financial management of health care units, especially in terms of effectiveness and economic efficiency, it is advisable for managers to be more entrepreneurial. In the era of constant changes and increasing competition, also in the health sector, attempts to implement and improve management tools are fully justified. In this paper, the authors refer to the new concept of competitiveness and entrepreneurial concept of competitiveness, as well as focus on its assessment and measurement within the entrepreneurial orientation in the public sector. The authors also discuss the research on the impact of entrepreneurial orientation on performance management, which also provides an introduction to the broader research in the field of public entrepreneurship.

W artykule zaprezentowano przegląd systemów zarządzania jakością i ryzykiem możliwych do zastosowania w publicznych jednostkach ochrony zdrowia. Obligatoryjność stosowania standardów kontroli zarządczej oraz chęć podnoszenia jakości świadczonych usług powodują, że często mamy do czynienia z wielością rozwiązań, które niejednokrotnie przy braku ich integracji powielają wymagania w stosunku do kadry zarządzającej i pracowników. Integracja wydaje się konieczna do podniesienia efektywności systemów zarządzania jakością i ryzykiem, a wskazanie obszarów podlegających temu procesowi stanowi właściwy wstęp do działań w tym zakresie.

The article presents an overview of quality management systems and the risk potential for use in public health units. Mandatory use of standards, management control and the desire to improve service quality, make it often that we have to deal with a multitude of solutions and in the absence of their integration duplicate the requirements for management and employees. Integration seems to be necessary to improve the effectiveness of quality management systems and risk management, and identification of areas subject to this process is an appropriate introduction to activities in this field.

Objectives: The aim of the article is to present the role of the public manager in crisis management based on the analysis of stakeholders of a selected hospital. Research Design & Methods: Based on the adopted research methodology, an analysis of stakeholders in a selected health care unit was performed. The study used a hospital stakeholder analysis methodology in the context of managing an emergency resulting from the coronavirus pandemic. Findings: The need for a flexible approach on the part of the public manager requires a proper identification of the interests of stakeholder groups as well as the establishment of good communication. In a crisis situation, this approach is particularly important. Implications / Recommendations: On this basis, recommendations were formulated with regard to both theoretical and practical aspects of the research problem. The role of hospital stakeholders in managing a crisis situation is indicated. Contribution / Value Added: Managing a crisis situation in the context of the coronavirus pandemic is a significant challenge for managers of health care units. In the future, the presented research area can be continued, among other retrospective studies.
