Czesław Browiński was the last “self-governing” president of Olsztyn. He performed this function from March 1949 to June 1950. Presenting the achievements of the outgoing City Council, he described the city at the beginning of the 1950s, at the same time outlining a highly optimistic vision of its development. The speech given in that political context contained a number of announcements that were difficult (or impossible) to be implemented within the economic realities of the six–year plan.

The system of administrative power in 1945 was not a simple continuation of the well-known before the war. The organs of local self-government (municipalities) and representatives of the general administration in the area (provincial governors and mayors) was accompanied by a new element – the national council, which together liquidation of self-government in 1950., were to be the backbone of the local administration. The specificity of the postwar period was that in particular localities, first invoked executive power, and local power structures the legislative (ie, those councils), invoked much later, not until the spring of 1946. Councillors, as well as members of the Municipal Board, and then the Presidium of the City Council is still engaged in the affairs of the urban economy, trade and services, education and culture, health services, small manufacturing and craft, urban energy, water supply and sanitation. In Iława, as well as across the country, almost until the end of the period municipal administrative authorities (Municipal Government, Municipal National Council and the Presidium of the City Council) were nominated from among the persons delegated to the various political parties and social organizations. Utworzono ją wraz z13 innymi terenowymi jednostkami Najwyższej Izby Kontroli na podstawie ustawy o kontroli państwowej z 9marca 1949r. Wcześniej rozpoczęła działalność jako delegatura Biura Kontroli w styczniu 1946r. Przez lata metody pracy olsztyńskiej delegatury nie odbiegały od sposobów działania winnych ośrodkach, choć specyfika terenu Warmii i Mazur od początku wyznaczała priorytety. Aktywność kontrolna Delegatury NIK w Olsztynie, od przemian ustrojowych w1989r., jest ściśle związana z funkcjonowaniem i kierunkami badań kontrolnych realizowanych przez NIK jako naczelny organ kontroli państwowej. Oznacza to przede wszystkim zaangażowanie w kontrole planowane i koordynowane centralnie. Jednak specyfika regionu, uwarunkowana m.in. położeniem geograficznym, stanem środowiska naturalnego, sytuacją demograficzną, czy poziomem rozwoju gospodarczego, również determinuje obszary działań, zwłaszcza w ostatnich kilkunastu latach.
