Main issue of the article are local cooperation networks between institutions, which work on reintegration people, who are at risk of social marginalization. The author is interested in answer for efficient idea to create local, social-professional reintegration networks and can subjects of social employment (Centers and Clubs of Social Integration) play the role of local institutional leaders, around which these support networks are creating. Basically conclusion is that Centers and Clubs of Social Integration can play the role of leaders, who creates networks, but process of their establishment and working depends on many characteristic elements for local communities – favor of local power, subject’s social employment potential and relationship with other subjects of local social policy

Głównym tematem artykułu są lokalne sieci współpracy między instytucjami działającymi na rzecz reintegracji osób zagrożonych marginalizacją społeczną. Autora interesuje odpowiedź na pytanie o skuteczny sposób tworzenia lokalnych sieci reintegracji społeczno-zawodowej oraz czy podmioty zatrudnienia socjalnego (centra i kluby integracji społecznej) mogą pełnić funkcję lokalnych liderów instytucjonalnych, wokół których takie sieci wsparcia powstają. Podstawowa konkluzja jest taka, że centra i kluby integracji społecznej mogą pełnić rolę liderów inicjujących powstawanie sieci, ale ich powstanie i funkcjonowanie zależy też od wielu czynników charakterystycznych dla lokalnych wspólnot – przychylności lokalnych władz, potencjału podmiotów zatrudnienia socjalnego, relacji z innymi podmiotami lokalnej polityki społeczne.

Kapitał społeczny może być produktem ekonomii społecznej ale jest także warunkiem jej rozwoju. Tekst jest poświęcony warunkom rozwijania współpracy międzysektorowej przy wykorzystaniu portalu i narzędzia służącego do oceny kondycji podmiotów ekonomii społecznej.

Odpowiedź jest przecząca, a tekst jest nawiązaniem do dyskusji o bezpieczeństwie tout court, w trakcie której pojęcia bezpieczeństwa społecznego i socjalnego często są używane zamiennie i, tym samym, nie ma tylko teoretycznego znaczenia.

The paper's objective is to provide a methodical review of facts and artifacts of social dialogue in Poland. The author states number of questions regarding the nature of social dialogue in Poland such as its alleged superficiality, efficiency in solving industrial disputes and viability as a source of political legitimisation. While admitting that social dialogue retains a superficial character, the author remarks that such statement may by true only if one limits its attention to instrumental functions of social dialogue. The question concerning social dialogue's potential to prevent escalation of conflicts remains open. Finally, Polish social dialogue is described as possibly able to serve as a significant source of legitimisation to the political system.

The text offers a survey of arguments for and against participation of non-governmental organization in local policymaking - including arguments that come from economy, sociology and political science. The authors show what are advantages and shortcomings of the privileged position of the public administration when thinking about social policy, what are advantages and shortcomings of NGO's involvement in local policy process, and ask about conditions of the good cooperation between the third sector and public administration. Finally, the text offers an overview of the realized cooperation of NGO sector and public administration in Poland, on the local level.
