The article describes the evolution of federal party system of Germany. Analysis includes processes taking place on German political scene since 1949, with a special regard giving to changes that occurred after the elections to Bundestag of XVII term of office on 27 September 2009. The author makes an effort to indicate to causes of erosion of the old party system, together with evaluation of future direction of its transformations. What we can observe are the visible tendencies towards decline of meaning of great nationwide parties at the smaller parties electorates expense. The Liberals (FDP) and the Green Party noted the best electoral results in their histories. The severe defeat of social democratic party was simultaneously accompanied by the strengthening of a new Left Party. The Liberals in coalition with the Christian Party returned to power after 11 years. A strong leftist opposition will hold real control over government’s activities.

Artykuł jest opracowaniem konceptualizacyjnym stanowiącym przygotowanie do badań nad kształtowaniem się zmiennych koalicji między państwami członkowskimi w polityce rolnej Unii Europejskiej. W pierwszej kolejności dokonana została ocena stanu badań, następnie przeselekcjonowano problemy uzasadniając zasadność prowadzonych rozważań. Zaproponowano hipotezy badawcze wraz z pytaniami prowadzącymi do weryfikacji hipotez. W dalszej części artykułu podjęto próbę wskazania paradygmatów oraz technik i narzędzi pomocnych w zdiagnozowaniu zaproponowanych problemów badawczych.

This article is a conceptualization study aiming to provide the groundwork for research into the formation of changing coalitions among European Union Member States. Firstly, it assesses the current state of research, follows with a selection of research problems and provides validation for the research considerations raised. It poses research hypotheses and questions that verify the hypotheses. The latter part of the article attempts to identify the paradigms, techniques and tools able to diagnose the research problems posed.

The research objective of this paper is to analyse European programmes of the right wing, populist Freedom Party of Austria (FPÖ) and the left wing, populist German Left Party (Die Linke), to present their 2014 election campaigns for the European Parliament, and also to assess the activities undertaken by Members of the European Parliament of these political groups on the forum of the eighth EP. The reflections presented in this work were divided into four parts. First, the analysis of a large body of literature referring to populism is made and selected concepts for indicating the characteristic features of populist groups are proposed. Next, the European programmes of the Freedom Party of Austria and the German Left party are analysed. Then, the main subjects around which the political campaign to the EP of right- and left-wing populists was concentrated are indicated. In the third part, the analysis covers the EP election results and the voter support gained by the respective groups in relation to previous European elections in which both populist groups participated. Finally, the fourth part of the paper lists the areas of ac- tivities and the tools for parliamentary work used by the MEPs from FPÖ and the Left Party, including an assessment of their influence on the policy of the current EP.

Celem badawczym opracowania jest przegląd rozwiązań normatywnych w zakresie głosowania korespondencyjnego w Austrii oraz analiza zastosowania alternatywnej formy głosowania (w kraju i za granicą) w wyborach federalnych w latach 2008–2019. W artykule będzie poszukiwana odpowiedź na następujące pytania: 1) jaki odsetek wyborców w Austrii decyduje się na oddanie głosu poza lokalem wyborczym podczas federalnych elekcji? oraz 2) jak od czasu zwiększenia dostępności głosowania korespondencyjnego w 2007 r. w Austrii kształtuje się frekwencja wyborcza? Hipoteza badawcza zakłada, że z możliwości głosowania korespondencyjnego w Austrii korzysta znaczący odsetek elektoratu i to pomimo obowiązujących proceduralnych ograniczeń zawężających krąg uprawnionych wyborców. Analiza wyborów z lat 2008–2019 dowodzi, że oddawanie głosu poza lokalem wyborczym staje się coraz bardziej popularne, a to uzasadnia dalszą liberalizację procedury za sprawą zlikwidowania obowiązku uzasadniania przez wyborcę sięgania po alternatywne formy głosowania.

The research objective is to review the regulatory arrangements for postal voting available in Austria and to analyse how this alternative voting method was used in the 2008–2019 federal elections. The article seeks to answer the following questions: 1) what percentage of Austrian voters chooses to vote outside polling stations in the federal election? and 2) since the postal voting was made more accessible to a larger group of voters in 2007, how has the turnout changed in Austria? The hypothesis assumes that a considerable portion of the Austrian electorate takes advantage of the chance to vote by post, despite the procedural limitations which curb the number of eligible voters. The analysis proves that casting a vote outside the polling station is becoming more and more popular, which warrants further liberalisation of the procedure by abolishing the requirement to provide a reason for choosing an alternative voting method.
