The main objective of the paper is to evaluate the current stage of realization of the visa dialogue among the European Union and the Eastern Partnership countries. The article presents the general provisions regarding crossing the Schengen boarder by citizens of the Eastern Partnership countries who possess the "C" type visas which allow for travelling through all Schengen countries for three months maximum in the time of 6 months from receiving visa.

W artykule przedstawiono ogólną charakterystykę prawnych oraz instytucjonalnych uwarunkowań stosunków zewnętrznych Unii Europejskiej. Omówiona została wspólna polityka zagraniczna i bezpieczeństwa oraz europejska polityka sąsiedztwa. Uwzględniono podstawowe elementy reformy wspólnej polityki zagranicznej i bezpieczeństwa, jak: ustanowienie Wysokiego Przedstawiciela Unii, powołanie podlegającej Wysokiemu Przedstawicielowi Europejskiej Służby Działań Zewnętrznych. Scharakteryzowana została także struktura i podstawy prawne „działań zewnętrznych Unii”, wśród których ujęto m.in.: wspólną politykę handlową (WPH), współpracę na rzecz rozwoju, współpracę gospodarczą, finansową i techniczną z państwami trzecimi i pomoc humanitarną, środki ograniczające, zawieranie umów międzynarodowych przez Unię oraz stosunki UE z organizacjami międzynarodowymi i państwami trzecimi oraz delegatury Unii.

The paper presents general characteristics of legal and institutional determinants regarding the EU’s external relations. It discusses Common Foreign and Security Policy as well as the European Neighbourhood Policy. The basic components of the reform of the Common Foreign and Security Policy are also considered. These include the appointment of the High Representative of the Union and the establishment of the European External Action Service as subordinate to the High Representative. The structure and legal basis for the “EU external actions” are characterised and cover, among other things: the Common Commercial Policy (CCP), cooperation for development, economic, financial and technical cooperation with third countries, humanitarian aid, means restricting the signing of international agreements by the EU as well as EU relations with international organisations, third countries and EU Delegations.
