Application of mathematical experiment and computer simulation methods in the decision-making process in foreign trade, both on macro- end micro-economic scale, finds it methodological and substantive justification. The computer simulation, owing to which it is possible to carry out major experiments as regards their size and degree of sophistication, consists in following over time changes occurring in th e dynamic system model. This method has been used in solving the problem of Poland’s indebtedness. The presented model of multi-target optimization is a conprehensive planning method based on application of simulation and situational variants,which gives an answer to the question how the socio-economic policy should be formulated to avoid a drop in living standars and, simultaneously, decrease in debtedness successively.

In view of irrational use of resources in the social services sphere and constraints on the side of supply of social services, an enhanced significance is attributed to rationalization of the process? of their generation and distribution. The authoress points at the necessity of searching for methods and ways of activity, which would force out more effective solutions within the framework of the existing systtem of social services. One of such instruments paving the way for increasing socio-economic effectiveness of these services is considered to be adoption of the commercialization principles lo the systom of their distribution. This gives rise to a question “to what extent should there be developed free services, which of them can be corrmerciaIized and what will be its consequences?"

The necessity of restoring long-term payments equilibrium in Poland's economic and social conditons in the mid-eighties poses before the economic policy and planning problems unknown hitherto in the economic history of socialist countries. In becomes necessary to elaborate new planning methods. The author has made an attempt to adoptan on - linear multi- criterion optimization method for the above purpose, A series of experimental computations for the Polish economy in the years 1985-1994 has been performed. They reveal the most significant factors determining success of the economic growth strategy and prove potential applicability of the method in plannig. It llows to take into account main characteristics of long-term goals and avoid certain methods logical difficulties arising when applying linear methods with an odditve function of criterion. It is, more over, possible to apply the method in conditions of incomplete at statistical information.
