This interdisciplinary study is based on historical and economic me-thods of research as well as on archive material and theories of bureau-cracy and rent-seeking. It focuses on functional analysis of state bureaucracy in the context of the political and socio-economic system of inter-war Czechoslovakia. The study formulates the main difficulty with the profession: the bu-reau¬cratisation of state administration during this period. The study demonstrates how bureaucracy leads to the formation of a specific social group connected by a social network and pursuing the same goal – to participate on redistribution of public resources and to increase the prestige of their department or agency. This interdisciplinary study is based on both: on one hand on historical and economic method of research and on other hand on archive material and theory of bureaucracy and theory of rent-seeking. The study is aimed on functional analyse of bureaucratic state in the frame of political and socio-economic system of Czechoslovakia in the interwar period.

Čtyři životní role Karla Engliše (1880-1961)

This study is a reminder of important czech economist and politician Karel Engliš. He died 50 years ago, on 13th july 1961. Study is focused on four roles, that Karel Engliš played during his life. As theoretical economist, he is written to the history of czech economic thinking as fundamental thinker; he called his teoretical construction as teleological. Being PM, he belogned to the most active membership of Natinal democratic party, which he represented betwen years 1918-1925, when he gave up his mandate. Engliš was minister of finance three times, and he is written to the history of both – budgetary and tax policy. And finally, he was the second governor of the NBČ during the years 1934-1939. The author proposes not only basic characteristic of teoretic thinking and economic projects of Karel Engliš, but also answeres the question, to which extent do his theoretical concepts reflect in his practical, economical and political actions and also how his practical experiences influented his theoretical thinking.

This study looks at the concepts of welfare, luxury and happiness from the point of view of economic thought. It presents the historical development of these ideas as economic categories and their place in the current economic theory. The author illustrates that welfare and luxury are not necessarily closely related categories. Conversely, welfare has always been primarily associated with a good life. Research into happiness played an important role in economics until the 20th century and was associated with being capable of relating well to others, of solidarity and self-help. The terms happiness and welfare are commonly interchanged.

The study is directed towards the problem of the functioning of state enterprises in interwar Czechoslovakia, their theoretical basis, economic situation and position in the state economy. The study considers the state enterprises from the point of view of their functions, as one of many expressions of the relationship between various institutions in the economic and political system. Widening of the state enterprises represented an unprecedented source of political capital. The state enterprises of interwar Czechoslovakia can be described as unambiguous proof of the growing intervention of the state into the private sphere, and strengthening of the mixed economy model.

The phenomenon of agrarianism extends over a whole range of positions and expressions from a purely emotional relationship to the land, through the relationships of various social groups to the land as a productive resource, up to a political ideology. The study is directed towards seeking the moment of rebirth of agrarianism as a political strategy, and identifying the three factors (political, economic and national), which changed the ideal of the relationship to the native soil into the strategy of a specific political group on the way to political and economic power. The conclusion of the study considers the results of this transformation not only in party politics, but above all in the actual concept of agrarianism as age-old love of the “native soil”.
