Health promotion requires intervention in social systems and encouraging them to develop a healthy environment. School is one of the important social systems contributing to health promotion. “The health promoting school” (HPS) programme was established in the 1980s while looking for ways of putting the health promotion concept into practice. The milestones in developing this programme were: the pilot project “The Health Promoting School” (1992–1995), establishing the European Network of Health Promoting Schools (1992) (transformed into Schools for Health in Europe in 2008) and four European conferences organized within the framework of these networks (1997, 2002, 2009, 2013). This article presents a discussion of the four resolutions which were the final documents of these conferences. They described the basic principles of HPS and the aims and directions of activities for further programme development. The documents are addressed to the people who create the educational and health policy, teachers and researchers in European countries who should support the development of HPSs – recognized as an investment in health, education and democracy.

W artykule przedstawiono ewolucję koncepcji szkoły promującej zdrowie (SzPZ) oraz struktury dla wspierania jej rozwoju w Europie i Polsce w latach 1991–2015. Omówiono początki wdrażania tej koncepcji w Europie, kolejne jej modyfikacje, aktualnie przyjęte wartości i filary takiej szkoły. Opisano rozwój Europejskiej Sieci Szkół Promującej Zdrowie utworzonej w 1992 r. przez Radę Europy, WHO/Euro i Komisję Europejską, przekształconej w 2009 r. w sieć Szkoły dla Zdrowia w Europie. Polska należy do krajów, które najwcześniej podjęły tę inicjatywę europejską. W 2013 r. do wojewódzkich sieci tych szkół należało ok. 3000 placówek. Koncepcja SzPZ, jej kolejne modele i standardy uwzględniają zasady promocji zdrowia w szkole w Europie, są dostosowywane do sytuacji politycznej, społecznej i ekonomicznej oraz zmian w systemie edukacji w Polsce. Realizacja programu SzPZ w Polsce przyczyniła się do wpisania ochrony i promocji zdrowia w szkole do wielu aktów prawnych, włączenia edukacji zdrowotnej do podstaw programowych kształcenia ogólnego oraz utworzenia w resorcie edukacji na poziomie krajowym zespołu metodyczno-organizacyjnego dla wspierania edukacji zdrowotnej i promocji zdrowia w szkole. SzPZ miała okresy dynamicznego rozwoju, a także stagnacji i kryzysów wynikających z wielu barier. Dla dalszego rozwoju SzPZ potrzebne jest m.in. zrozumienie jej koncepcji, dostrzeżenie wynikających z niej korzyści dla edukacji i społeczeństwa oraz aktywne wsparcie działań ze strony szkół wyższych i instytutów naukowych.

The paper presents the evolution of the health promoting school (HPS) concept and the structure for supporting its development in Europe and Poland in the years 1991–2015. It describes the beginning of the HPS concept in Europe, its modifications, present values and pillars, as well as the development of the European Network of Health Promoting Schools, created by Council of Europe, WHO/Euro, and European Commission and its transformation into the Schools for Health in Europe network in 2007. Poland is one of the countries where the HPS concept was implemented earliest. In 2013 there were about 3,000 schools in the regional network of HPSs. The Polish concept of HPS is based on European principles of health promotion in school and is adjusted to the political, social and economic context, as well as the school system in our country. The implementation of the HPS programme in Poland had an influence on: introducing health promotion at school in many legal acts, the school core curriculum, as well as creating a team for supporting health education and health promotion in the education sector at the national level. The HPS programme had periods of dynamic development, as well as stagnation and crisis, which were due to many barriers. In order for the HPS programme to develop in the future some important conditions have to be met, such as a general understanding of its concept and benefits for education and society and active support from academic and research institutions.
