This paper aims at demonstrating the relationships between the programs aiming at diagnosing and monitoring the quality of life in cities and the urban strategies of development. It is focused on the uses of information sourced through quality-oflife projects in the crucial phases of building, disseminating, updating and verifying strategies of urban development. The main part of the presented analysis in based on the experiences accumulated through the conduct of the program “Quality of life of the citizens of Poznan” conducted by the Centre for Quality of Life Research at the Adam Mickiewicz University, Poznan, in the period 2002-2016.

Opracowanie ma na celu wskazanie zależności między programami ukierunkowanymi na diagnozowanie i monitorowanie jakości życia w miastach oraz na strategie rozwoju miast. Koncentruje się ono na wykorzystaniu informacji pochodzących z realizacji projektów dotyczących jakości życia w zasadniczych fazach budowania, rozpowszechniania, aktualizowania i weryfikowania strategii rozwoju miast. Główna część prezentowanej nalizy opiera się na doświadczeniach zgromadzonych poprzez realizację projektu „Jakość życia mieszkańców Poznania” przeprowadzonego przez Centrum Badania Jakości Życia na Uniwersytecie im. Adama Mickiewicza w Poznaniu w latach 2002-2016.

Цель разработки – указать зависимости между программами, направленными на диагноз и мониторинг качества жизни в городах, а также на стратегии развития городов. Оно сосредоточено на использовании информации, полученной по ходу осуществления проектов, касающихся качества жизни в основных фазах формирования, распространения, актуализации и верификации стратегий развития городов. Основная часть представленного анализа основана на опыте, накопленном по ходу осуществления проекта «Качество жизни жителей Познани», осуществленного Центром изучения качества жизни в Университете им. Адама Мицкевича в Познани в 2002-2016 гг.

Отправной точкой настоящей статьи является концепция гражданской компетентности, разработанная Робертом Далем. На современном этапе принимается концептуализация данного понятия, основанная на четырех аспектах: а) познавательный аспект, б) оценочный аспект, в) нормативный аспект, г) исполнительный аспект. Настоящая статья является проектом имплементации указанной концепции, являясь в то же самое время предложением для локальных и региональных сообществ, которое позволит повысить гражданскую компетентность населения.

The starting point for the present research paper is the concept of civic competence, which was originally formulated by R. Dahl. In the adopted model civic competence is viewed as a four-dimensional construct consisting of: cognitive competence, evaluative competence, normative competence and causative competence. The article comprises a project of implementation of this concept for the purpose of conducting research on local and regional communities as well as well as showing the possible ways of operationalization of the concept of civic competence.

The article attempts a reconstruction and an in-depth characterization of the connections between basic sociological research and their applications for solving social problems. For W.I. Thomas and F. Znaniecki, social phenomena and processes that arose in American cities under the influence of mass migration processes at the turn of the 19th century constituted the starting point of their research program. By conducting sociological research, originally intended as applied sociological research, they decided that in order to create conditions for rational social control over socially unacceptable phenomena it was crucial to formulate a theoretical model, which would serve as a basis for describing, explaining and predicting the researched phenomena. Consequently, it would allow presenting the key conditions for creating rational techniques for controlling the environment on the basis of scientific research. The present article contains an analysis of the following elements: assumptions regarding the rational technique models, the relationship between the aforementioned type of technique and other techniques, the relationship between this type of technique and theoretical knowledge in social sciences, assumptions with respect to scientific knowledge in sociology that it needs to meet in order to constitute a foundation for solving social problems strategies.
