Turystyka jest ważnym, elementem współczesnej gospodarki i trwałym elementem życia społecznego. Spełniać może istotną rolę w zaspokajaniu potrzeb jednostek i grup społecznych. Można wykorzystywać jej ekonomiczne – rozwojowe konsekwencje. Rozwój turystyki może też wywołać negatywne konsekwencje zwane dysfunkcjami. Rolą państwa powinno być takie organizowanie życia społecznego, aby wykorzystać turystykę w podnoszeniu dobrobytu turystów i tych, którzy te potrzeby zaspokajają. Polityka turystyczna powinna dotyczyć zarówno kształtowania instytucji formalnych, jak i postaw społecznych.

Tourism is a rapidly growing form of human activity, both as a consumer activity and production. Its complexity, interaction with other areas of activity, and also specific of using resources make that the state and its institutions should, among other things through the proper tourism policy impact on its development, using the functions of tourism for social and economic development. It should also intervene in order to reduce the negative impacts of tourism as the degradation of the natural environment and cultural heritage. It was desirable to act in accordance with the paradigm of sustainable development.
