The aim of the article is to discuss streetworking as a specific form of help that pertains to social work, education and counseling. Streetworking targets individuals or groups who, for various reasons, do not want or are unable to use the traditional and institutional forms of support. Locating the streetworking help in the concept of helping via offering, the author outlines the idea of streetworking and the legal basis.

Celem artykułu jest przedstawienie specyficznej formy pomocy zwanej streetworkingiem, która dotyczy pracy socjalnej, edukacyjnej oraz poradniczej skierowanej szczególnie do ludzi lub grup, które z różnych względów nie chcą lub nie są w stanie korzystać z tradycyjnych i instytucjonalnych form wsparcia. Wpisując perspektywę pomagania w streetworkingu w koncepcję pomagania poprzez oferowanie, autorka przybliża ideę streetworkingu w kontekście podstaw prawnych.

The subject of the analysis is an attempt to find legal space for selected innovative activities for the benefit of the elderly. In addition to generally applicable legal regulations, attention was drawn to the fact that government programs are being introduced that bring interesting solutions for the elderly. The disadvantage of them, however, is that not all elderly people can use them. The article presents the ideas of social service centers, as well as selected social services: respite care, neighborhood services, personal assistance and telecare, which creates a chance for a safer and higher quality of life for the elderly. The purpose of the article is a legal analysis regarding activities for the elderly in the field of, among others, social services. The subject of the study is to find an answer to the question whether the current legal space is sufficient to implement innovative tasks or not. Legal changes regarding the evolution of the social assistance structure result in the availability of social services for clients. The emergence of new statutory solutions is exceptionally relevant and responds to the needs of an aging society. The answer to legal needs is the amendment to the Act of 12 March 2004 on social assistance. It remains to be seen whether it is sufficient.

Przedmiotem analizy jest próba odnalezienia przestrzeni prawnej dla wybranych działań innowacyjnych na rzecz osób starszych. Oprócz regulacji prawnych powszechnie obowiązujących uwagę zwrócono na to, że wprowadzane są programy rządowe niosące za sobą interesujące rozwiązania na rzecz osób starszych. Ich mankamentem jest to, że nie wszystkie osoby starsze mogą z nich skorzystać. W artykule zaprezentowano idee centrów usług społecznych, a także wybranych usług społecznych: opiekę wytchnieniową, usługi sąsiedzkie oraz asystę osobistą i teleopiekę, która tworzy szansę na bezpieczniejsze i wyższej jakości życie osób starszych. Celem artykułu jest analiza prawnych aspektów innowacyjnego działania na rzecz osób starszych w obszarze m.in. usług społecznych. Problematykę opracowania stanowi znalezienie odpowiedzi na pytanie, czy aktualna przestrzeń prawna jest wystarczająca do realizacji innowacyjnych zadań czy też nie. Zmiany prawne wpływające na ewolucję struktury pomocy społecznej niosą za sobą dostępność usług socjalnych dla klientów. Pojawienie się nowych rozwiązań ustawowych jest wyjątkowo trafne i odpowiada na potrzeby starzejącego się społeczeństwa. Odpowiedzią na deficyty prawne jest nowelizacja ustawy z dnia 12 marca 2004 r. o pomocy społecznej. Pozostaje do obserwacji, czy jest ona wystarczająca.
