Foreign policy in Spanish literature – an introduction to research

The aim of this article is to present a section of Spanish research on the theory of foreign policy of the state against the background of European, American and Latin American arrangements. The publications of Luis V. Pérez Gil and Rafael Calderch Cervery were the basis of the analysis. This article is an introduction to further research. Research problems have been tackled in order to answer the following questions: 1) How do Spanish teachers define foreign policy, and which theorists of international relations do they relate to? 2) What are the phases and goals of foreign policy? 3) How do Spanish scientists define the national interest and which theoretical researchers of international relations do they refer to? The article uses methods of analysing and criticising sources.

W artykule przedstawiam udział Hiszpanii w I Wojnie Światowej oraz kierunki polityki zagranicznej tego państwa w okresie rządów generała Miguela Primo de Rivery. Analizie poddałam: przyczyny hiszpańskiej neutralności w ogólnoświatowym konflikcie, uwarunkowania polityki zagranicznej po jego zakończeniu oraz mocne i słabe strony działalności zewnętrznej generała Primo de Rivery. Pisząc artykuł stosowałam metodę historyczną, metodę analizy i krytyki źródeł oraz analizę porównawczą hiszpańskojęzycznych publikacji. Wywód jest zgodny z teoretycznymi założeniami realizmu politycznego. The article deals with the participation of Spain in the First World War and the directions of foreign policy of this country during the rule of general Miguel Primo de Rivera. The author has analyzed: the causes of Spanish neutrality in the global conflict, conditions of foreign policy after it, along with strong and weak sides of the external activity of general Primo de Rivera. The author of the article took full advantage of historical and analytical method, criticism of the sources, and comparative analysis of Spanish publications. The argumentation is compatible with the theoretical assumptions of realism in politics.

Celem poniższego artykułu jest zbadanie roli, jaką odegrała Hiszpania na arenie międzynarodowej w drugiej połowie XIX w. oraz na początku wieku XX. Podjęto problemy badawcze, zmierzające do odpowiedzi na następujące pytania: (1) Jak konfl ikt wewnętrzny w Hiszpanii, związany z sukcesją Izabeli II, wpłynął na relacje zewnętrzne tego państwa?; (2) Jakie skutki międzynarodowe przyniosły Rewolucja Wrześniowa oraz krótkie panowanie Amadeusza Sabaudzkiego?; (3) Jak społeczność międzynarodowa zareagowała na utworzenie Pierwszej Republiki Hiszpańskiej?; (4) Na czym polegała reorientacja hiszpańskiej polityki zagranicznej po tzw. Katastrofie roku 1898? Przy pisaniu artykułu wykorzystano metody analizy i krytyki źródeł oraz analizę porównawczą dostępnych, głównie hiszpańskojęzycznych, publikacji. The aim of the article is to study the role of Spain on the international arena in the second half of the 19th century and beginning of the 20th century. The discussed research problems aim at answering the following questions: (1) How had the Spain’s inner confl ict, connected with the succession of Isabella II, infl uenced external relations of the country?; (2) What international consequences had September Revolution and short reign of Victor Amadeus II of Sabauda brought?; (3) How had the international community responded to creation of the fi rst Spanish Republic?; (4) What had the reorientation of Spanish Foreign Policy after the Catastrophe of 1898 depended on? The article was written using the method of references analysis and criticism, as well as comparative analysis of available, mainly Spanish, publications.

The purpose of this article is to analyse the challenges for EU foreign policy in three of its geographical areas of interest, which I treat here as case studies: in North Africa, the Middle East and Latin America. The research challenge here is to answer the following questions: 1) How can the European Neighbourhood Policy be made more effective? 2) What lies behind the lack of consistency in EU policy towards the Arab states? 3) What are the challenges facing the European Union in North Africa? 4) What part does the European Union play in the Middle East peace process – and what part should it play? 5) What is the European Union’s role in resolving the crisis in Syria? 6) What are the limitations of EU policy in Latin America? The article undertakes a comparative analysis and is based on analysis and criticism of source material Celem artykułu jest analiza wyzwań dla polityki zewnętrznej Unii Europejskiej w trzech – traktowanych jako case studies – obszarach zainteresowania tej organizacji: w Afryce Północnej, na Bliskim Wschodzie oraz w Ameryce Łacińskiej. Podjęto problemy badawcze zmierzające do odpowiedzi na następujące pytania: 1) Jak uczynić Europejską Politykę Sąsiedztwa bardziej efektywną? 2) Na czym polega brak konsekwencji w polityce Unii Europejskiej wobec państw arabskich? 3) Jakie wyzwania stoją przed Unią Europejską w Afryce Północnej? 4) Jaki jest, a jaki powinien być udział Unii Europejskiej w bliskowschodnim procesie pokojowym? 5) Jaka jest rola Unii Europejskiej w rozwiązaniu kryzysu w Syrii? 6) Na czym polegają ograniczenia unijnej polityki w Ameryce Łacińskiej? Przy pisaniu artykułu wykorzystano metody analizy i krytyki źródeł oraz analizę porównawczą.
