The transformations of the administration system in Poland also concerns the decision making process. Public administration has to be prepared to make good decisions in emergency situations. The author describes some problems of decision making process in this time. In the article there were discussed the transformations of law for safety & security. The aims are: to ensure the competent decisions of authority in disaster, crisis or war; to carry out crisis and disaster prevention; to protect the population in disaster, crisis or war.

The transformations of education system in Poland also concern defence learning. They tend to increase more ethical aspects to it. The author describes the characteristic of education for safety & security including ethical aspects. Problems connected with defence education correlate with changes in the social life and influence its evolution. In the article there were discussed the transformations of views on education for safety & security. The author presents base program of comprehensive education with the ethical aspects of defence education.
