The study presents the role of the Government in the creation of farm advisory policy, with particular emphasis on its importance to the conditions for the implementation of advisory services. On the basis of the documents that summarize the activities of the Working Group of the Agricultural Knowledge and Innovation Systems (CWG AKIS) within the framework of the Standing Committee on Agricultural Research (SCAR), including SWG report AKIS “Knowledge and Innovation Systems of farming to the future – the foresight“, in relation to the consultancy services shows you how to approach implementation consulting services. Attention was also on the synergies between the objectives pursued and the Government policy advisory services with the funds and advisory support interactive model of innovation in agriculture. The proposals should contribute to the construction of efficient farm advisory system, effectively supporting the development of the agro-food sector and rural areas.

Included in the Europe 2020 strategy and the document “Innovation Union” indications concerning the implementation of a comprehensive European innovation strategy for smart, sustainable and inclusive growth determine the importance that the European Union assigns innovation. Agri-food sector in Poland belongs to the key in the social and economic impact. Its economic impact on the internal market and international it decide as one of the most important, and at the same time, requiring constant care and support. An important determinant for the development of innovation in this sector are factors both strengthen and weaken the process of innovation. They belong to the group of external factors and internal factors associated with the personality of decision-makers on issues of application of innovative solutions in practice. The purpose of this work is to bring readers the essence of innovation in the proposed to its application within the meaning of and according to the author the most important factors and conditions affecting the quality of innovation, including decisions and actions taken by the competent bodies of the European Union and the Member States in the field of Polish accelerated, sustainable development agro-food sector.
