Pojęcie zielonej gospodarki zyskało na znaczeniu w wyniku realizacji programów antykryzysowych, związanych z tworzeniem nowych ram rozwojowych w poszczególnych państwach. Z uwagi na dokonujący się proces transformacji gospodarki w poszczególnych krajach, konieczne stało się zdefiniowanie elementów tworzących zieloną gospodarkę oraz wskazanie instrumentów nieumożliwiających dokonanie analizy jej efektywności, a także stopnia zaangażowania państw na rzecz jej wdrażania. Opracowanie przybliża kwestię wykorzystania dostępnych narzędzi w postaci wskaźników zrównoważonego i trwałego rozwoju.

The concept of a green economy has gained importance with the implementation of anti-crisis programmes related to the creation of new development frameworks for individual countries. Because of the ongoing economic transformation in particular countries, it became necessary to define the constituent elements of a green economy and to identify appropriate instruments to analyse its effectiveness as well as the degree of involvement of particular countries in its implementation. The present paper sheds light on the application of the tools available in the form of sustainable development indicators.

The issue of eco-efficiency is associated with actions aimed at increasing the productivity of raw materials, natural resources and energy savings in production and at the same time offering environmentally friendly products and services. This kind of action is beneficial to businesses and the environment, as well as the society. By reducing the pressure on the environment, caused by production processes, consumption and investment, it is possible to reduce impact of anthropological risks and simultaneously ensuring ecological safety. This article addresses the explanation of the possible connection of eco-efficiency and ecological safety. Considerations include the issue of terminology, as well as key elements of both concepts. The main thesis is: creating solutions for ecoefficiency is associated with ecological safety.

Since the crisis of the real economy in 2008, an intense discussion about the need for changes in the economy, supported by a number of declarations on the global scale, has been developed. The analysis of the causes and effects of the economic downturn and the challenges of the future have had a huge impact on this state of affairs. As a result, some states have taken action to remedy the situation. Many of them were aimed at structural changes in production, consumption and environmentally friendly investment. At the same time, the concept of "low carbon economy" and "green economy" gained importance. The aim of this paper is to present the role of the state in the economy in terms of creating conditions for a green economy. The thesis of the publication is: implementation of structural changes related with creating a green economy requires involvement of the state.

The article addresses the issue of shaping energy efficiency as an element of transformation to a low-carbon economy. The term – especially in time of economic downturn – is very important for government, sectors of economy as a whole, enterprises, and households. Last economic crisis of 2008-2010 was particularly important in the discussed area, due to the role of the public policy to increase energy efficiency. The aspects taken into consideration were not only the prices of energy carrier (crude oil), but also the need to cut down emission of carbon dioxide and to overcome the climate change. It is important to diagnose the role of the state and the market in implementation of energy efficiency practices. The study takes into account data, examples of regulations, funds on the level of the European Union and in Poland, and analysis of literature.

W artykule poruszono kwestię kształtowania efektywności energetycznej jako elementu tworzenia gospodarki niskoemisyjnej. Zagadnienie to jest istotne zarówno dla rządów państw, poszczególnych sektorów gospodarki, jak i przedsiębiorstw oraz gospodarstw domowych. Ostatni kryzys gospodarczy z lat 2008-2010 był istotny, biorąc pod uwagę omawiany temat, z uwagi na rolę polityki państwa w zwiększaniu efektywności energetycznej. Problematyczne były bowiem nie tylko ceny nośników energii (ropy naftowej), ale także konieczność ograniczenia emisji dwutlenku węgla w kontekście przezwyciężenia zmian klimatycznych. Celem opracowania jest zdiagnozowanie roli państwa i rynku w realizacji praktyk ukierunkowanych na zwiększenie efektywności energetycznej. W artykule uwzględniono dane, przykładowe regulacje, środki zadysponowane na poziomie Unii Europejskiej i w Polsce, oraz dokonano analizy literatury.

It also highlights the stages of implementing a green economy. Each of them is accompanied by measures implemented both by the state, business and society. The development of a green economy also raises issues of its measurement.

Artykuł przybliża zagadnienie zielonej gospodarki z uwzględnieniem rozważań pojęciowych i powiązań z koncepcją zrównoważonego i trwałego rozwoju. Ponadto wskazuje na etapy wdrażania green economy z uwzględnieniem działań realizowanych przez państwa, przedsiębiorstwa i społeczeństwa. Opracowanie przybliża także kwestie problematyczne w zakresie pomiaru zielonej gospodarki.
