Globalny kryzys finansowy przyczynił się do podjęcia międzynarodowej debaty na temat dotychczasowego modelu gospodarczego. Powszechne stało się przekonanie, że powrót do stanu sprzed kryzysu jest niemożliwy, że konieczna jest nowa koncepcja rozwoju dopasowana do zmieniającej się globalnej gospodarki. Debata zbiegła się w czasie z tworzeniem nowej strategii rozwoju Unii Europejskiej „Europa 2020” i miała znaczący wpływ na jej kształt. Centralnym elementem strategii, przenikającym wszystkie inne jej aspekty, stała się koncepcja zielonej gospodarki. Staje się ona motorem ożywiającym rozwój, głównym celem inwestycji i transferu publicznych pieniędzy np. z funduszy strukturalnych oraz sposobem na tworzenie nowych miejsc pracy.

The global financial crisis has contributed to an international debate on the current economic model. It has become common belief that a return to the pre-crisis situation is impossible and that a new concept of development adapted to the changing global economy is necessary. The debate coincided with the creation of a new EU strategy “Europe 2020” and had a significant influence on its shape. The central element of the strategy, permeating all other aspects, he engine quickening development, the main objective of the investment and transfer of public funds, e.g. from structural funds, and the way of creating new jobs.
