One of the major objectives of the Common Transport Policy is the creation of coherent and effective transport systemwhich would embrace not only EU member states but would also make it possible to integrate the transport with other European countries and more distant partners. Efficient European transport network has to be characterized by high technical and exploitative standards. Creation of the European transport system should be easier thanks to the EU conception related to trans-european transport networks. Modern infrastructure will contribute to the economic growth and improvement in economic cooperation and can became a motor for Europe's competitiveness.

Negative external effects of transport are a huge problem of contemporary cities, because of adverse effects on socio-economic development. These processes are visible not only in high or medium developed countries, but also in high populated, big metropolises in so called emerging countries, such as China, India, Brazil or Mexico. This paper is aimed at presenting the selected aspects of sustainable urban transport policy in the capital of one of these countries – Mexico – as well as at describing the specificity of creating instruments for sustainable transport resulting from various conditions. There are different sources used in the paper regarding  sustainable transport in Mexico, including reports and statistical data of the World Bank.

Negatywne efekty zewnętrzne transportu stanowią bolączkę współczesnych miast, niekorzystnie oddziałując na procesy rozwoju społeczno-gospodarczego. Problemy te są widoczne nie tylko w krajach wysoko czy średnio rozwiniętych – w ogromnym stopniu borykają się z nimi wielomilionowe i wielkopowierzchniowe metropolie, które z kolei są charakterystyczne głównie dla krajów wschodzących, jak np. Chiny, Indie, Brazylia czy Meksyk. Celem artykułu jest przedstawienie wybranych aspektów polityki zrównoważonego rozwoju transportu w stolicy jednego z tych krajów – Meksyku – oraz określenie specyfiki doboru narzędzi zrównoważonego transportu wynikającej z różnorodnych uwarunkowań – przestrzennych i architektonicznych, pogodowych, kulturowych, ekonomicznych czy społecznych. W opracowaniu wykorzystano dokumenty źródłowe dotyczące zrównoważonego transportu w Meksyku, w tym raporty i dane statystyczne Banku Światowego.

The negative externalities caused by transport systems and its users as well as the positive externalities, on the one hand, condition economic growth and development. On the other hand, they have as a consequence that transport is a critical sector for the sustainability of development. Different instruments have been developed aimed at making transport more sustainable. One group of instruments concerns financial, or market-based instruments. In this article, examples of internalization of negative transport externalities by using selected financial instruments are presented, and their effectiveness is assessed from the point of view of the creation of a real basis for sustainable development of transport.

Negatywne efekty zewnętrzne generowane przez systemy transportowe i ich użytkowników z jednej strony, jak też pozytywne efekty zewnętrzne warunkujące możliwości wzrostu i rozwoju społeczno-gospodarczego z drugiej sprawiają, że transport stanowi newralgiczny sektor z punktu widzenia dążenia do zrównoważonego rozwoju. Rozwinięto szereg narzędzi o różnym charakterze, ukierunkowanych na zrównoważony rozwój transportu. Istotną grupę stanowią instrumenty finansowe, zwane często ekonomiczno-rynkowymi. Niniejszy artykuł ma na celu przedstawienie przykładów internalizacji negatywnych efektów zewnętrznych transportu za pomocą wybranych narzędzi finansowych, a także ocenę wydajności oraz efektywności tych narzędzi w kontekście budowania rzeczywistych podstaw zrównoważonego rozwoju transportu.

Ineffective and unsustainable transport systems are one of the most serious functional problems of polish cities. The implementation of sustainable transport and logistics solutions should contribute to the reduction of negative externalities of transport, but also to the achievement of many other benefits in economic, social and environmental spheres. This paper discusses the issues of implementation of such solutions in the context of sustainable transport and logistics development as well as it presents some examples of results for sustainable development in its three core dimensions.

Niewydajne i cechujące sie brakiem zrównoważenia systemy transportowe stanowią obecnie jeden z najpoważniejszych problemów funkcjonalnych polskich miast. Implementacja rozwiązań z zakresu transportu i logistyki powinna przyczynić się do ograniczenia negatywnych efektów zewnętrznych generowanych przez transport, a także do osiągnięcia licznych innych korzyści w sferze gospodarczej, społecznej i środowiskowej. Niniejszy artykuł przybliża problematykę wdrażania takich właśnie rozwiązań, istotnych z punktu widzenia uwarunkowań zrównoważonego rozwoju transportu i logistyki oraz przedstawia przykłady skutków, jakie niektóre z owych rozwiązań mogą mieć dla zrównoważonego rozwoju w jego trzech podstawowych wymiarach.

The main aim of this article is to present and discuss the role of European cities in realization of the Strategy Europe 2020, as well as to briefly assess opportunities and conditions for SUD resulting from the targets adopted in the Strategy. First, the concept of SUD, the key steps of evolution of the European sustainable urban policy as well as the importance of urban areas for the EU are presented. Then, the role of cities in the context of priorities of the Strategy Europa 2020 is elaborated and dilemmas regarding SUD and the implementation of the Strategy Europe 2020 are discussed.
