The paper proposes an analysis of the Hungarian Water Inspectorate's organizational culture from micro and macro perspectives, based on a survey within Hofstede's research framework. The paper begins with a description of the Hofstede model, previous Hungarian studies based on it, and the existing micro and macro cultural studies; next it presents the organization in a historical perspective. The major aims of our analysis within the above mentioned theoretical framework are twofold: (1) description of a possible cultural typology on regional level for the studied organization; (2) identification of the relevant subcultures within the organization.

Recently the Committee for State Reform has earmarked also the system of the so-called background institutions maintained by ministries, taking tasks over from them or doing tasks commissioned by ministries during the course of the transformation of the set of governmental organisations. The paper attempts to outline and typify those organisations. It states that the problems attributed to the background institutions are mostly related to the structural traits of our political system, and partly to the specificities of the bureaucratic operation of the central organisations of public administration maintaining them. Presumably the planned management reforms would not be able to eliminate them either. It is the institutes engaged in research that are the most endangered among the background institutions, though they could perform several tasks that are needed, such as the impact study of legal norms.

A survey by questionnaire was also conducted within the framework of researches into the social context of the reform efforts of public administration. The respondents were among the associates of the Ministry of Education and Culture as well as of the Ministry of Environment and Water and their background institutions. The paper summarises the data and findings of the survey. The main topics were: the number of reorganisations, the role of respondents played in those reorganisations, the effects of reorganisations on the personal career of people involved, opinions about the causes and motivations of reorganisations, job performance at the workplace, assessment of the organisational operation, information about the State Reform Committee and activities aiming at the revision of public tasks, assessment of the communication of the reform of public administration, the possible consequences and their probability of the revision of the institutions of public administration as seen by the respondents.

The authors present the results of the first such representative sociological survey that has attempted to explore the assessment of water management on the basis of such a large sample, going into great detail. According to the experiences the population have not even basic knowledge in the field of water management, but it does not mean that they have no tangible interests regarding drinking water, reservoirs, and agricultural plots. No prejudices or malevolence can be experienced in the population towards experts of water management. The significance of water would be revaluated according to the opinion of the population as well.
