The article presents an analysis and evaluation of housing policy instruments, with particular focus on, the program “Family on its own” implemented in Poland in recent years. It is worth to mention that the government eventually led to the total extinction of the program and replaced it with other tools. The question is whether it happened on financial basis, or the decision was made because of its mediocre results, otherwise costly program. Finally, an interesting element here seems to be the matter of spreading the information about the program, especially the fact that initially the media did not show particular attention to it. Undoubtedly valuable source of analysis of this subject, in addition to selected, professional books and reviewed papers, reports and analyzes. In addition some network resources, and newspaper articles will help to follow the ongoing debate and help to conduct an accurate analysis of this question.

Project Indymedia is an institutionalized example of global activism mediated by the new information technologies. The significant innovation here is the fulfilment of the radical democracy ideal, that has not been fully realized yet, despite of numerous attempts. It can be seen that the Indymedia implements radical democratic vision of the media and promotes participants with widely known slogan „be the media”. Indymedia initiative promotes the idea that everybody should have access to the possibility of free creation of information and its unlimited transfer to the wide audience. Notably, radical democratic practices undertaken by the Indymedia go beyond the content of its internet page and include a number of important institutional activities that involve new communication technologies in global network dimension. The so-called radical democratic practices also involve an active attempts to renegotiate the basic relations of power, leveling hierarchical systems (an example of this is the decision-making procedure supported by consensus), and the prevention of visible limitations of the access to content (example is promotion of an open access software). The paper presents framework of the project, its basic ideas, with particular emphasis on implementation of radical democracy elements. The main purpose is to answer the questions concerning extreme inclusiveness of the project and evaluation of its radical democratic character.

Przedmiotem artykułu jest analiza możliwości zastosowania różnego typu narzędzi Darknetu, czyli ciemnej sieci do ochrony prywatności i zapewnienia bezpieczeństwa aktywistom oraz dziennikarzom działającym w rejonach świata, gdzie dostęp do rzetelnej informacji jest limitowany, bądź blokowany przez opresyjne reżimy. Dokonano przeglądu wspartych na bezpłatnym oprogramowaniu narzędzi, w kontekście ich głównych funkcjonalności polegających na maskowaniu lokalizacji i działań użytkowników, dając tym samym możliwość rzetelnego i bezpiecznego przekazywania informacji na zewnątrz. W ciągu ostatniej dekady przeglądarki Darknetów umożliwiły aktywistom rozpowszechnianie informacji o wydarzeniach toczących się między innymi podczas Arabskiej Wiosny oraz w trakcie innych akcji, mających na celu wzmocnienie ruchów wolnościowych i prodemokratycznych, sprzeciwiających się opresyjnym władzom.

The purpose of the article is an analysis of the potential use of various types of Darknet tools in privacy protection and ensuring the safety of activists or journalists operating in places, where access to reliable information is limited or blocked. An overview of free software tools will be provided in the context of their main functionality such as: masking user locations and activities, free spreading of the information, and finally providing the possibility of reliable and secure communication. During the last decade, Darknet’s browsers have enabled activists to disseminate information concerning events taking place during The Arab Spring, and other actions aimed at strengthening the libertarian and pro-democracy movements opposed to the oppressive authorities.

The main purpose of the paper is a presentation of an important aspect of European policy, which actions are concentrated on culture. Nowadays much space is devoted to economic and financial considerations. Attention is highly focused on exchange of goods and capital. However we should not forget that the exchange of ideas and thoughts and the spiritual dimension of integration are equally important areas. The starting point for the European unification is preservation of its common cultural heritage and creating the system of European values. EU decision makers in order to reach these goals, provide various cultural programs, of which one obviously seek to consolidate and specifically, by creating a cultural programs. One of them (Europe for Citizens) and its financial aspects will be the subject of deeper analysis.

The paper is devoted to the concept of Collaborative Knowledge Service, understood as an important element of organisational culture. It is undoubtedly a major factor that facilitates the functioning of an organisation or a company and helps them to achieve measurable success. Currently, organisational safety and success largely depend on how effectively people find what they need. The main thesis lies in the assumption that success comes when people cooperate and moreover when they share what they know. All this should be part of the functional structure of an organisation: no one should act alone anymore, as it is necessary and even compulsory to cooperate with others. We need information and knowledge from other team members, and they need them from us. Collaboration is a way to succeed. Knowledge Service combines information management and strategic learning, and, what is more, cooperation and knowledge sharing processes create added value. Thanks to knowledge service, understood as a method of dealing with obtaining information, knowledge, and learning, we can achieve high efficiency and effectiveness in any form of an organization. The paper includes a selection of case studies that illustrate the use of the Collaborative Knowledge Service, with particular reference to NASA Knowledge Services, and Google Knowledge Services.

Artykuł poświęcony został Collaborative Knowledge Service rozumianej jako istotny element kultury organizacyjnej, stanowiącej czynnik umożliwiający usprawnienie działań organizacji/firmy oraz osiągnięcie sukcesu. Obecnie bezpieczeństwo i sukces organizacyjny zależą od tego, jak skutecznie ludzie szukają tego, czego potrzebują. Główna teza polega na założeniu, iż sukces przychodzi, gdy ludzie współpracują, kiedy dzielą się tym, co wiedzą. To wszystko powinno składać się na strukturę funkcjonalną organizacji: nikt już nie powinien działać sam, konieczna jest współpraca z innymi. Potrzebujemy informacji lub wiedzy, którą możemy zaczerpnąć od pozostałych członków zespołu, a oni potrzebują nas. Współpraca jest drogą umożliwiającą zapewnienie bezpieczeństwa i osiągnięcie sukcesu. Knowledge Service łączy zarządzanie informacją i strategiczne uczenie się. Łącząc je, tworzy wspólną strukturę, której wartość dodana wynika ze współpracy i procesu dzielenia się wiedzą. Dzięki Knowledge Service, rozumianej jako metoda radzenia sobie z pozyskiwaniem informacji, wiedzą i uczeniem się, możemy osiągnąć wysoką wydajność i efektywność w każdej organizacji. The aim of the paper is to identify and analyze the reception of events in Ukraine on the Internet. The scope of the concerned issues will be limited to a picture of the situation drawn by the internauts using Twitter, and, in particular, the Polish Internet users. The fundamental issue, which will be taken into consideration is the overall image of Euromaidan and the ratio of Polish Internet users to the protest on Polish Twitter. The authors decided to investigate the activity of Polish Internet users on Twitter, analyzing the contents marked with the hashtag (#) Euromaidan in the 3 months period beginning from November 2013.

The paper looks at the issues related to both the excessive flow of information and its quality during the Covid-19 pandemic from the beginning of 2020, when the notion of ‘infodemic’ based on the overabundance of fake news, was first raised. The considerations have been devoted to both the global and state levels, particularly to the threats that human beings face in the information space of the new media, and the methods that can mitigate these threats to a certain extent. The research part was developed using the quantitative-qualitative method and was devoted to the analysis of collected data from the government’s social channel Twitter. The findings allowed to answer a variety of questions about the quality of the government’s public messages, their adequacy, transparency, factualness, and their possible role in the confrontation with the stream of fake information that has been “flooding” the new media.

W artykule rozważania koncentrują się na kwestiach dotyczących problemu zarówno przepływu informacji, jak i jej jakości w czasach panującej od początku 2020 r. pandemii COVID-19. Poruszona została kwestia infodemii osadzonej na bazie zjawiska fake newsów. Rozważania te są poświęcone poziomowi globalnemu oraz państwowemu, a w szczególności zagrożeniom z jakimi mamy do czynienia w przestrzeni informacyjnej nowych mediów i metod, które mogą zagrożenia te do pewnego stopnia niwelować. Część badawcza opracowana została z wykorzystaniem metody ilościwo-jakościowej i jest poświęcona analizie zebranych danych z rządowego kanału serwisu społecznościowego Twitter. Uzyskane wyniki pozwoliły udzielić odpowiedzi na pytania dotyczące: jakości rządowego przekazu, jego adekwatności, przejrzystości, zgodności z faktami i ewentualnej roli, jaką komunikacja ta może odegrać w konfrontacji ze strumieniem nieprawdziwych informacji zalewających przestrzeń nowych mediów.

Regarding the contemporary role of mass media, especially television, and rising allegations of trivialization of the political life it is worth to consider how these opinions are justified. It evokes the question whether we are dealing with a situation in which public debate through the media seems to be based not on rational and logical conclusions, but on the competition, whose participants focus exclusively on creating their own images and pursuing symbolic politics. These trends cause that democracy evolves towards mediocracy, and the nineteenth-century ideologies lose their attraction to the simple message, free of thought. This phenomenon is considered in this paper in the meme theory context. The theory, introduced by Richard Dawkins, refers to a unit of cultural transmission, and in politics can be interpreted as short, blunt message, image or symbol, catchy enough to take over the imagination of the recipient. It is characterized by aggressive persuasion, apparent ambiguity and it is aimed to falsify the reality. Besides, its emotional assessment excludes any rational debate. It seems interesting, therefore, the trend of contemporary democracy, and question whether the public debate limited to an exchange of simplified, emotional arguments involves the danger of civil society erosion.

The authors characterize this type of entertainment, which enables them to outline potential scenarios for the development of this technological sphere and its impact on contemporary cultural life.
