Education - based approach estimates human capital by measuring such educational indices as literacy rates, enrolment rates, average years of schooling in the population, educational inputs, test scores. The rationale for this method is that these indices are closely related to education and that education in a key element in human capital formation. Of course, human capital encompasses more dimensions, but education is arguably the most important component. The education - based methods of measurement of human capital may be a good way of giving an approximation of how much human capital a region possesses. A good solution seems to be comprehensive mensuration combining both quantitative and qualitative aspects to obtain one research approach.

The main aim of the article was to research the relationship between human capital, real capital, in- vestments in human capital and the level of economic development in Podlaskie Region. The realization of this aim was enabled by the use of a soft model which was estimated by means of partial least square method. The results of modeling showed that both human and real capital were positive and statistically significant correlated with the level of economic development of Podlaskie Region. Furthermore, human capital was stronger related to the level of economic development than real capital. Moreover, the relationship between investment in human capital and the stock of human capital was positive and statistically significant.

Knowledge-based economy (KBE) is an economy where knowledge is created, acquired, transmitted and used effectively by businesses, organizations, individuals and communities. The concept of KBE was emphasised in the EU programmes such as the Lisbon Strategy and the Europe 2020 Strategy. One of the three priorities of the Europe 2020 Strategy is to promote smart growth, understood as developing an economy based on knowledge and innovation. The aim of the paper is to analyze the development of KBE in European Union in period 2000-2014. The concept of KBE measurement is based on Knowledge Assessment Methodology and the soft modeling method.
