The Supreme Audit Office has carried out an audit aimed at evaluating the effectiveness of the public administration’s obligations set out in the law on preventing violence in families, and the treatment of victims of violence and those who use it. The audit comprised 37 entities, including 14 welfare centres, 14 local police headquarters, four local family assistance centres and five regional welfare centres. The findings of the audit revealed serious discrepancies between the planned objectives of the amended regulations, in force since 1 August 2010, and their functioning in practice. The amendments introduced have seriously deteriorated the situation of those experiencing domestic violence, and they have also led to a significant drop of disclosed violence cases.

In his article, the author discusses the findings of the audits conducted by NIK in seven poviats (Polish local self-government units) managing social welfare homes, in six social welfare centres (OPS) and in 13 social welfare homes (DPS). In poviats, the audit covered the financing of DPS and supervision of them, while in OPS – the availability of statutory forms of assistance to older people were audited, as well as the regularity of assistance services provided at the place of residence, and of sending persons to DPS. The audit covered the years 2012-2014, while in order to define the trends observed, the statistical data of 2011 were used.

While becoming independent, foster children need more than financial support only. It has been proven that even the most mature foster children reveal high levels of fear, aggression and reluctance to any kind of change in their lives in the period of a year or so before leaving the foster home. Additionally, it is observed that the number of children under foster care is constantly growing alarmingly, thus the scope of activities related to assisting them in becoming independent will not decrease. That is why NIK has audited 25 local family support centres and city social welfare centres. Moreover, anonymous surveys have been conducted among foster children at the age of eighteen and more who used assistance offered for becoming independent, and their tutors. In his article, the author presents the detailed findings of this audit.

The audit was conducted as a result of press information about pathologies in the works of centres that provide round-the-clock care. It comprised four regional governor’s offices, information was also gathered at twelve offices that were not subject to the audit. The objective of the audit was to establish how it was possible to operate for the entities that made serious negligence or provided services disregarding the regulations and their patients’ rights.

Badanie podjęto w związku z doniesieniami prasowymi o patologiach występujących w placówkach zapewniających całodobową opiekę osobom wymagającym pomocy (m.in. w Trzciance, Wolicy i Zgierzu). Objęto nim cztery urzędy wojewódzkie, zasięgano też informacji w pozostałych 12. Sprawdzono m.in. skuteczność działań wojewodów i sprawowanego nadzoru nad ośrodkami zajmującymi się osobami niepełnosprawnymi, przewlekle chorymi lub w podeszłym wieku. Chciano ustalić, dlaczego możliwe jest funkcjonowanie na rynku placówek, które dopuszczają się rażących zaniedbań lub też świadczą opiekę z naruszeniem przepisów i praw podopiecznych

In the years 2010 – 2012, the number of unemployed persons over the age of 50 grew systematically, and the dynamics of this growth was higher than in the case of other groups whose situation on the labour market was special. The Supreme Audit Office has audited the way in which the Ministry of Labour and Social Policy and selected 24 local labour offices implement programmes for professional activation of the unemployed at the age over 50. The audit covered the years 2010 – 2012 and the year 2013 with regard to the effects of activation forms. The authors of the article present the details of the results of this audit.
