W artykule przedstawiono sytuację innowacyjności polskich przedsiębiorstw w oparciu o syntetyczny wskaźnik innowacyjności. Zaprezentowano wpływ mikro- i makrootoczenia na działalność innowacyjną oraz transfer technologii, ukazano czynniki sukcesów i niepowodzeń innowacji, a także stymulatory, które zwiększają transfer technologii ze sfery badawczo--rozwojowej do przedsiębiorstw. W pracy przedstawiono obszerną identyfikację barier rozwoju innowacji w polskich przedsiębiorstwach, a ponadto propozycje ich usuwania, skierowane do przedsiębiorców, jednostek sektora B+R oraz państwa.

In the introduction to the article the author presented the issue of innovations of Polish enterprises, based on synthetic rate of innovation. Then, the influence of micro and the macro environment onto the innovative activities and transfer of technology have been presented. The next part shows conditions for achieving success and providing failure of the innovations as well as stimulants, which improve the transfer of technology from the research and development sector to enterprises. The following part of the article includes identification of barriers to the development of innovation. Last part of the article contains some proposals of how to remove the barriers, which are directed to businessmen, the B+R sector units as well as the state.

W artykule przedstawiono budowę Krajowego i Regionalnych Systemów Innowacji, zakres ich działania oraz kompetencji. Zaprezentowano charakterystykę Centrów Transferu Technologii, ich podstawowe cele działania, genezę powstania oraz najważniejsze plany rozwojowe. Zaprezentowano Inkubatory Technologiczne i Akademickie Inkubatory Przedsiębiorczości, ich ofertę oraz strukturę przedsiębiorstw w inkubatorach. Omówiono zasoby Parków Technologicznych, strukturę ich lokatorów oraz bariery i szansę ich rozwoju.

The article presents the structure of the Domestic and Regional Innovation Systems, the range of their operations and competences. The Canters of Technology Transfer, the basic aims of their operations, the formation genesis as well as the most important development plans are also characterised. What is further more presented are the Technological and Academic Incubators of Enterprise, their range and the structure of enterprises being in incubators. Finally, the article discusses resources of the Technological Parks, the structure of their occupants plus barriers and opportunities of their development.

Wraz z wejściem Polski do Unii Europejskiej możliwe stało się korzystanie z programów finansowanych z funduszy strukturalnych oraz funduszy spójności, zwiększyła się także dostępność do programów wspólnotowych. Artykuł poświęcono omówieniu zagadnienia wspierania rozwoju sektora małych i średnich przedsiębiorstw w Polsce i innych krajach UE. Przedstawiono istotę i klasyfikację metod wspierania MSP oraz bankowe i pozabankowe instytucje wspomagające jego rozwój w Polsce i wybranych krajach UE, a mianowicie Wielkiej Brytanii, Niemczech, Włoszech, Portugalii i Grecji.

In the first part of the article the role of a SME sector in all member countries of European Union has been presented, including Poland, the same as present standing and prospects of that important sector of national economy. In the next parts of the paper the essence and classification of methods used to support SME sector have been shown, along with the characteristics of institutions which deal with supporting this sector of economy in Poland and in chosen countries of European Union. In the summary the review of opportunities in the field of SME support has been made, resulting from accession of Poland into European Union.
