One can observe an general agreement that globalization is one of the main challenges for the contemporary human being. This conception depicts the process of passing from the world economy to the one “global” economical system. It replaces the term “internationalization”, hitherto used for describing the strategies of the enterprises. Globalization means qualitative changes and appearance of the new paradigm, wich defines new frames for economies and societies. Globalization is a dynamic process, whose results are difficult to forecast. One of the main reasons is, that this process depends on many phenomena, which are antagonistic on the surface, which interwave and appear simultaneously on the global and the lower, national and regional scale. It radically changes an approach to regional sciences, which presently cannot be based on independent and frontiers-defined national territory. Hitherto way-of-thinking: “national- international” are being replaced by “global-local” relations analysis. The effects of crosscutting of these two dimensions: global and local and their intereactions, lead to creation of the new term: “glocalization”, which underlines the interchangeability and simultaneousness of both the developing process of globalization and the growing meaning of the local development.

Prezentowany artykuł zawiera analizę istoty i roli strategii w zarządzaniu rozwojem jednostki terytorialnej. Jest także próbą wkomponowania planowania strategicznego w strukturę strategicznego zarządzania rozwojem terytorium. Przedstawione w artykule podejście podkreśla, że opracowanie strategii jest kluczowym ogniwem w procesie zarządzania rozwojem jednostki terytorialnej, ale nie jest zarazem celem samym w sobie. Zredukowanie podejścia strategicznego jedynie do etapu opracowania strategii, bez przejścia do kolejnego etapu - zarządzania operacyjnego (wdrażania strategii) jest najczęściej popełnianym błędem w strategicznym zarządzaniu rozwojem jednostki terytorialnej. Strategia staje się wtedy jedynie opracowaniem studialnym.

The paper presents the issue and role of strategy in managing the development of a territorial unit. It starts with the presentation of particular elements of the strategic process of a territorial unit management. Further part of the article points at the basic functions of strategy and presents the most common methodological mistakes made in the strategic approach to managing the development of a territorial unit. Working out the strategy is a key factor in the process of managing a territorial unit’s development, but at the same time is not a final stage for local authorities. Limitation of a strategic approach only to the stage of elaboration the strategy, without taking the next step - operational management (implementation of the strategy) is the most often made mistake in strategic management of a territorial unit’s development. In such a case the strategy remains only a theoretical concept and planning activity, instead of being a constant and dynamic instrument of the development management.
