The General Counsel’s Office of the Republic of Poland came into existence by a decree of the Chief of State on 7th February, 1919. On July 31, 1919, the Parliament revoked the decree of the Chief of State and passed the appropriate bill. The General Counsel’s Office of the Republic of Poland protected the public and property interests of the Treasury and the Polish State Railways. The judicial replacement and legal opinion were provided in such matters as the interpretation of the law, the property, obligations and the protection of the public and property interests of Polish railways.

W 1919 r. na mocy dekretu Tymczasowego Naczelnika Państwa ustanowiono w ustroju państwa polskiego Prokuratorię Generalną Rzeczypospolitej Polskiej. Sejm Ustawodawczy uchylił dekret i zastąpił go ustawą. Nowy porządek prawny pozwolił objąć ochroną prawną udzielaną przez Prokuratorię Generalną, obok majątku Skarbu Państwa, także majątek kolei państwowej. Aktywność Prokuratorii w ramach czynności służbowych obejmowała zastępstwo prawne oraz konsultacje prawne. W ramach agendy kolejowej zajmowano się interpretacją prawa regulującego ustrój kolejowy państwa, a także własnością i zobowiązaniami kolei oraz ochroną interesu publicznego związanego z działaniem kolei państwowych.

The General Counsel’s Office of the Republic of Poland came into existence be a decree of the temporary Chief of State Józef Piłsudski on 7 February 1919. Six months later, on 31 July 1919, the Polish parliament revoked the decree and passed a new law establishing a centralized model for the protection of the legal and property interests of the state and churches. Protection afforded by the General Counsel’s Office of the Republic of Poland had the form of legal representation and legal opinions. This protection, regarded by the churches as a form of state’s supervision, was abolished in 1926. After 1925 the affairs of the Orthodox Church, Evangelical Churches, and Jewish religious communities were narrowed down to the protection of the state’s public and property interests in relation to the churches.

W lutym 1919 r. na mocy dekretu Tymczasowego Naczelnika Państwa Józefa Piłsudskiego utworzono Prokuratorię Generalną Rzeczypospolitej Polskiej. Sejm Ustawodawczy uchwaloną w lipcu 1919 r. ustawą utrzymał w ustroju państwa Prokuratorię i scentralizowany model ochrony interesów prawnych i majątkowych państwa. Sejm Ustawodawczy powierzył Prokuratorii także ochronę interesów majątkowych kościołów. Ochrona Prokuratorii przyjmowała postać pomocy prawnej w drodze zastępstwa prawnego lub czynności konsultacyjnych albo opiniodawczych. Ochrona Prokuratorii, traktowana przez kościoły jako forma nadzoru państwowego, została zniesiona w 1926 r. Agendę prowadzoną przez Prokuratorię po 1925 r. w kategorii określanej jako sprawy wyznaniowe wypełniały czynności zmierzające do ochrony interesów publicznych i majątkowych państwa w stosunkach z kościołami i innymi związkami religijnymi.

Broadening the scope of social security coverage against diverse social risks is one of relevant part of social development. However, when the state tries to withdraw existing social privileges, or pursues a policy which induces worsening quality and access to public services, this evokes discontents or even protests in society. Ageing society is a graduating feature of many modern states. Even though it is associated with extending life expectancy, it is also related to decreasing fertility and finally to high net migration outflow, as many jobseekers are looking for better working and living conditions abroad. That is the reason why the efforts undertaken towards balancing the pay-as-you-go pension system only through raising retirement age is not only injustice, but also ineffective in the longer term. What is worse, it can have a negative impact on both the economy and the society, which form together a complex and sensitive system. At the expense of saving financial solutions and under the name of higher and more reasonable pensions, extending retirement age may trigger many other negative consequences, primarily concerning future retirees and new labour market entrants.

The importance of international funding among potential sources of financing third sector in Poland is rapidly growing. Particularly, EU funds have an important role to play. After the initial period ofomissions, more and more NGOs are applying for this kind of support. For some of them, especially for those whose statutory objectives are consistent with the priorities of the European Union, EU fundinghas become the main source of income.

The article concentrates on factors and tendencies which have determined Polish social policy during the systemic transformation and on the verge of entering the European Union. Due to a number of factors, social policy in Polana undergoes a serious crisis. These factors include: limiting the scale of the state’s actions and its savings measures, freequent law changes which restrict the number of recipients and create organizational discorder, pathologies present in some areas of the policy and inefficient reforms. This coincides with disturbing social phenomena which are enhanced by economic processes, inability of often corrupted state institutions and destruction of social policy itself. This situation meets with the disapproval on the part of the society which remembers the benefits offered by social policy in the previous system. Despite the support of the European Union, the perspectives of solving or reducing the problems in the contemporary society seem daunting. What is more, the EU itself has not created a coherent social security system as its particular members, especially the wealthy countries, firmly protect the welfare of its own citizens.
