The article analyses the changes resulting from the UINF amendment related to co-financing of information projects, availability of ePUAP services, confirmation of trusted ePUAP profiles and responsibilities of entities performing public tasks in relation to the ePUAP. This article also discusses the historical and existing legal regulations essential for the creation of the Electronic Platform of Public Administration Services (ePUAP).

The article analyses the results of the latest research on public entities informatization in Poland according to the following studies: Information society in numbers 2014 (SIwL2014, [1]), e-Administration in the Internet surfers’ eyes [15], Impact of digitization on public administration offices functioning in Poland in 2014 (WpC, [18]), Operational Programme Digital Poland for the years 2014-2020 (PO PC2014-2020, [13]), State Integrated Informatization Programme (PZIP, [12]). Analysis of the results of statistical research leads to several conclusions and recommendations.

The main aim of this publication is to provide the practitioners and theoreticians of project management with an indispensable insight into the offer of the best methods of ICT projects and their best adjustment to the organization’s actual needs. The morphological analysis was used to construct the tool for evaluation of the needs and level of support offered by the ICT project management methods. The use of morphological matrix as a research tool allowed to carry out a comprehensive analysis of the needs within implementation of particular problem areas.
