The article is trying to interpret the social thought of Bogdan Janski in the context of contemporary economic relations. Janski, Polish philosopher and priest, was forced to emigrate after Polish uprising of November 1830. It is necessary to look for global rationality while confronting the challenges of European integration, the globalisation process and unsolved problems of underdevelopment, poverty and unemployment. The social thought of Janski can inspire process of deep social and economic re-evaluation. For Janski the basis of every renewal is personal change according to ideas of social personalism. The roads to social and economic development as well as to the global new deal and to the growth of the IV Republic go through the area of fundamental values. Only deep personal change, nursing civil virtues in the service of higher values can lead to solving social problems and building civil society.

There are many opportunities to practise rational social and economic policy on the regional level. The function of regions within the state structure encourages social activity and improves local solutions as well as social and economical processes. Permanent economic growth is not possible without industrial prosperity. The macroeconomic changes depend on the success of individual enterprises functioning within the environment. The enterprises are the main agents increasing economic value and influencing region's economic growth. Both national and regional self-government authorities are responsible for creating proper economic environment. The effectiveness of national economic policy and success of local authorities are judged by the region's economic success. Local citizens - who also form the electorate voting in local elections - would be pleased with their self-government authorities if they experienced visible improvement of living standard. So the main goal for the self-government authorities is to maintain sustainable development and economic balance in the region. Generally speaking the regional policy is most visible if the management is rational, economic processes optimal and decision making professional. It implies the necessity of long-term strategy, precise goal-setting and precise implementation. The scale of regional policy success will depend on the region willingness to open up to the environment. It should be visible in the regional investment dynamics and in the dynamic growth in goods and services offered by the region. Without major increase in social product and exchange with their neighbours the regional problems cannot be solved.

The article concerns the problems of the business value. The author stresses the difference between the context of value measurement and value management. There are certain limitations and difficulties concerning value measurement and therefore certain business value forms and calculation methods are usually adjusted to the agreement and rather conventional. The money value is always too simple to grasp things valuable and important for people. Nevertheless the essence of value is one of the key ideas in cognitive attitudes and ethics organising social life. Moreover the knowledge concerning determining value is of little use in business value management. To overcome those limitations in determining value one should adopt a broader approach to business, including all the indispen­sable elements including human dimension.

The constitutional limits of public debt, central bank independence in the monetary policy, European Union recommendations and limits of self-governments' financial independence have proved to be insufficient to stop cumulating public debt. The tax system reform might be an expected cure for public finance illness, the lack of financial balance and unstable financial policy. The growing public debt and its costs as well as national financial problems make the reform urgent. The reform is a chance to build a new system from the beginning according to the market economy needs and supporting the economic growth of the country and its international competitiveness. That is why we need broad perspective in the discussion concerning the whole range of finance and tax bills.
