Przedmiotem niniejszego opracowania jest problematyka kształtowania się samorządu terytorialnego w szczególności w okresie 25 lat wolności Polski. Zawartość treści opracowania nie wyczerpuje informacji ponieważ na ten temat jest wiele obszernych publikacji. Najnowsze pozycje były wykorzystane w tej pracy i są cytowane w przypisach. Mimo to opracowanie w przedłożonym zakresie może okazać się przydatne dla zdobywania ogólnej wiadomości. Opracowanie to zawiera najistotniejsze definicje samorządu terytorialnego i podstawowe regulacje prawne jak konstytucja czy ustawy, a w szczególności dotyczące Polski w latach 1918–1939 zwracając uwagę na ustawę z 1933 tzw. „scaleniową”. Okres po II Wojnie Światowej nie był zbyt szczęśliwym dla samorządu terytorialnego ponieważ w 1950 roku został zlikwidowany a władza polski ludowej stała się jedynym podmiotem. Dopiero po transformacji ustrojowej i wprowadzeniu gospodarki rynkowej (1989), w 1990 roku reaktywowano samorząd terytorialny i cały jego rozwój nastąpił w ostatnim ćwierćwieczu Polski. Okres ten został szczegółowo opisany w nawiązaniu do okresów wcześniejszych a szczególnie lat między pierwszą a drugą wojną światową.

The paper presents the issue of shaping local government, particularly during the 25 years of the Poland’s independence. The content of this paper does not exhaust the knowledge on this matter, since there exist many other extensive publications about it. This paper was based on the latest titles on the subject, which are indicated in the footnotes. Nevertheless, the paper might be useful in acquiring the general knowledge on presented issues. The paper contains the most important definitions of the local government and basic law regulations such as constitution or laws, particularly those concerning Poland in between 1918–1939 setting the focus on the one from 1933 called “the merge law”. The period after the second World War was not very fortunate for the local government since it was eliminated and Polish People’s Republic became the only authority. Only when the transformation of the system and the implementation of market economy took place (1989); the local government was activated (1990). Its further development occured in the next quarter if the century. s period was thoroughly described with the reference to earlierperiods, particularly between the first and second World War.
