On the basis of historical experience analysis, the author conclusively proves that the modern social (political, economic, legal, moral, spiritual) crisis affecting Ukraine could not be overcome without application of progressive social science achievements. It, in particular, comes out from the regularity according to which a social culture of citizens is the basis for the state tread and social progress. A number of specific actions aimed at the increase of the role of the humanities in modernization of Ukrainian society that will provide steady social progress in Ukraine is proposed in the article.

Considering the modern mankind challenges the author states the so-called problem number 1 of the modern civilization: 'Is the social natural?'. Adequacy of answers to the above challenges depend upon their solution. The problem is proposed to be solved by assuming that social is natural i.e. it exists under the natural laws of the people's social life. The other way, that it is artificial, contrasting of 'social' and 'natural' is considered by the author as s dramatic mistake that generates social self-will and social illusion - the basis of any social crisis. Such approach will result in reforming of social sciences, based on the principle of naturalness of social. All sciences, including social ones are natural sciences - there are not any unnatural sciences. The above concepts stated in the form of theses that can be used as the basis for discussion about the reform of social sciences and substantiation of the doctrine of social sciences priority as compared with the physical and biological sciences.
