The article is a presentation of the monographic research into the territorial communities of Western Pomerania. The research of that type has been carried out – with various intensity – from the end of the 1950s. The tradition of the monographic field research has its origins in sociology and cultural anthropology, and its characteristic feature is a comprehensive, many-sided approach to the community under scrutiny in a wide context of environmental, economic, political and historical factors. Such a manner of carrying out research is radically different from the survey type that is dominant in sociology.

Der Artikel enthält einen kurzen Überblick über die Geschichte der Entwicklung des soziologischen Millieus in Szczecin. Dieser Prozess begann in den späten fünfziger und sechziger Jahren des 20. Jahrhunderts. Die wichtigsten Fragen waren dann: die soziale Integration der Bewohner der Region, die Lebens- und Arbeitsbedingungen, soziale Industrialisierung und Verstädterung. In späteren Jahren war die Entwicklung der empirischen und theoretischen Forschung im Bereich Arbeit auf Meer konzentriert. So entwickelte sich eine soziologische Spezialität von Szczecin: die Maritime Soziologie. Seit drei Jahrzehnten konzentrierten sich die Stettiner soziologische Studien auf dem Westpommerschen Institut, der Höheren Pädagogischen Hochschule und dem Institut für Soziologie der Polnischen Akademie für Meereswissenschaften. Diese Tätigkeiten waren so umfangreich, dass im Jahr 1985 das Institut für Soziologie an der Universität Szczecin gegründet wurde – eine Fortsetzung dieser Tradition.

Reforma samorządowa z 1990 r. przywróciła w polskim życiu publicznym samodzielność gminom, które z mocy prawa stały się wspólnotami samorządowymi posiadającymi podmiotowość prawną, polityczną i ekonomiczną. Reforma uruchomiła pokłady aktywności obywatelskiej, wprowadziła do polskiego życia publicznego zasadę pomocniczości, przyspieszyła rozwój gospodarczy, a także umożliwiła pełną rozmachu rozbudowę infrastruktury technicznej i społecznej. W niniejszym artykule zostaną przedstawione wyniki analizy rozwoju lokalnego gmin Pomorza Zachodniego w latach 1997–2020. W analizie posłużymy się wskaźnikiem rozwoju wspólnot terytorialnych (WRWT), który pozwoli na zaobserwowanie dokonujących się zmian w rankingu rozwojowym gmin. W dalszej części zostaną scharakteryzowane korelaty zaobserwowanych w tym czasie zmian.

The local government reform of 1990 restored independence in Polish public life to communes which, by law, became self-governing communities with legal, political and economic subjectivity. The reform launched the layers of civic activity, introduced the principle of subsidiarity to Polish public life, accelerated economic development, and enabled the full expansion of technical and social infrastructure. This article presents the results of the analysis of the local development of West Pomeranian communes in the years 1997-2020. In the analysis, we will use the Territorial Communities Development Index (WRWT), which allows us to observe changes in the development ranking of communes. Further, the correlates of the development observed in this period will be indicated.

The article presents the results of survey under enterprises located on central streets of Szczecin. Most of these fi rms are of very little employment – 1 to 3 employees; there are very few with employment over 9 workers. More then half are aged less then 10 years, but every third of total continues their activity more then 10 years – it must be considered as a signifi cant taking into account the rate of changes on markets. Enterprises employing few workers, concentrated on local markets are little innovative and are not willingly to make investments. Simultaneously they are limited by the space inherited from late 19th and early 20th centuries. It did not change considerably over the years. Commerce and services are the only ways to develop activity. New kinds of activity are nevertheless developing, specially fi nancial and medical services. The local character of microenterprises is underlined by local resources of recruiting new employees. They are usually backed up by recommendations given by local circles which guarantee the quality of employees. The institutions like Labor Offi ces of Employment Agencies are almost excluded from the process.

Das Thema des Artikels ist die territoriale Herkunft der Studenten von zwei Abteilungen der Universität Szczecin: der Philosophischen Fakultät und der Fakultät für Wirtschaftswissenschaften und Management Services. Zusätzlich wurden der Ursprung im Rahmen der städtischen und ländlichen Umgebung und einige andere soziale Merkmale von Studenten (Studium im akademischen Jahr 2008/2009) untersucht. Die überwiegende Mehrheit der Studenten aus der Region kommt aus Westpommern oder aus den nahe gelegenen Regionen. Der Zustrom von Studenten von außerhalb dieses Gebietes ist fast nebensächlich. Unter den Studenten überwiegen zahlenmäßig Personen aus dem Umfeld der großen und mittleren Städten, denn für die Bewohner von Dörfern und Kleinstädten gibt es viele Barrieren beim Zugang zur Bildung auf Hochschulniveau. Eine Möglichkeit, diese Hindernisse zu umgehen, ist die Wahl des Fernstudiums – dies erhöht aber die Studienkosten und steigert nur leicht die Teilnahme junger Menschen aus diesen Gruppen an Studien auf dem höchsten Bildungsniveau. Der Artikel weist auch auf die Prozesse und Phänomene hin, die die Gruppe der Studenten charakterisieren – das sind u. a. Feminisierung bestimmter Studienfächer, der höhere Anteil von Studenten aus dem ländlichen Raum im Vergleich zu anderen Studienfächern und eine deutliche „Verjüngung“ der Studierenden, auch der Fernstudenten, die zuvor von Menschen im mittleren Alter bestanden.
