The article is devoted to the analysis of determinants of the effective stimulation of local development. It discusses the relationships between the decisions of companies concerning the locations for their facilities and attractiveness of territorial units according to their location, the incentives used to stimulate local development and their influence on investors and territorial units, and the impact of development stimulation on the competitiveness of territorial units. The analysis reveals that different instruments affect attractiveness due to location and investors in different ways, and that the effective stimulation of development depends primarily on the usefulness of local resources to investors and the ability of local authorities to create competitive advantage due to the location of their territories.

Artykuł jest poświęcony analizie uwarunkowań skutecznego stymulowania rozwoju lokalnego. Obejmuje ona: relacje między decyzjami lokalizacyjnymi firm i walorami lokalizacji, instrumenty stymulowania rozwoju lokalnego i ich wpływ na inwestorów i jednostki terytorialne oraz wpływ stymulowania rozwoju na konkurencyjność jednostek terytorialnych. Przeprowadzona analiza doprowadziła do wniosku, że stosowane przez władze instrumenty wywierają zróżnicowany wpływ na atrakcyjność lokalizacyjną jednostek terytorialnych, a tym samym i na inwestorów. Natomiast skuteczność stymulowania rozwoju zależy od walorów użytkowych jednostki terytorialnej dla inwestorów i zdolności władz lokalnych do tworzenia przewagi konkurencyjnej lokalizacji.
