W tekście zakwestionowano powszechne przekonanie o ścisłym związku idei wolnościowych z Miastem. Miasto, wbrew maksymie Stadtluft macht frei, jawi się jako przestrzeń opresyjna, której cechami immanentnymi, czy wręcz konstytuującymi ją, są przemoc i segregacja. W artykule potraktowano miasto jak maszynę bio-polityczną. Przeanalizowano wpływ jego składników niematerialnych (prawo, symbolika etc.) i materialnych (układ przestrzenny, infrastruktura, architektura etc.) na ludzkie zachowania i relacje międzyludzkie. Postawiono również pytania o to, kogo miasto „wytwarza” przy użyciu określonych technik dyscyplinujących i kto w istocie ma w mieście władzę pozwalającą na użycie tych technik.

This essay challenges the popular notion connecting the city and liberal / liberating ideologies. Contrary to the slogan Stadtluft macht frei the article presents the oppression and segregation as fundamental, immanent aspects of urbanity and the city. Viewing the city as a bio-political machine the article attempts to analyse both incorporeal (law, regulations, symbolism etc.) and material (spatial structure, infrastructure, buildings and so forth) factors which shape human behaviours, sustain particular interpersonal relationships and in general shape a certain type of human being as a citizen / user of the city. The paper also asks a question: what kind of citizen / user could be “produced” by the city using the mentioned technologies and who is able to use these technologies in the city?

The author, assuming that identity is not given, but just a matter of construction, asks for the possibility of shaping a Silesian identity in a more or less free way. At the same time, he underlines the fact that politics based on identity exclusively, leads nowhere (for example to aggressive nationalism). The author sees an alternative in a polyphonic identity, referring to Michail Bachtin’s idea of multi-voicing. Based on this type of a political inclusivism where there is no place for the excluded (because everyone is an indispensable part of the system), the author postulates creating a beyond-local structure, notably a Silesian Metropoly. The article analyses the reason and conditions of the (im)possibility of its creation.

L’auteur, en admettant que l’identité ne soit pas donnée, mais elle soit une question de construction, s’interroge sur la possibilité de formuler, plus ou moins librement, l’identité silésienne. Il souligne également que la politique basant uniquement sur l’identité, ne mène nulle part (par exemple à un nationalisme agressif). L’auteur voit l’alternative dans l’identité polyphonique, se référant à l’idée de Mikhail Bakhtine. En basant sur ce type d’inclusivisme politique, d’universalisme où il n’y a pas de place pour les exclus (car ils sont tous des éléments indispensables du système), l’auteur postule la création de la structure supérieure à la ville : la Métropole Silésienne. Dans son article il analyse le sens et les conditions (im)possibles de sa création.
