Periphery regions lie outside the areas of key economic activity. The author intends to present the role of innovation in periphery regions development. Finland is the best example of peripheral country that has been able to transform national economy and become one of the key world players. The analysis shows that other periphery regions may adapt solutions already developed in the more advanced regions.

The notions of innovativness and competitive capacity are nowadays regarded as a sort of paradigms concerning regional development. Regions of the European Union attempt at increasing their competitive capacity. The activity is aimed at attracting new investors and improving living conditions. One of the ways of enhancing the competitive capacity of the region consists in stimulating innovations in the area. The paper presents activities undertaken in the Voivodship (Province) of Warmia and Mazury in order to improve its competitive capacity. Main traits of the province's economy are discussed and the Regional Strategy of Innovation presented.

The article focuses on correlation between the level of innovation and the functioning of institutional base in the Baltic Sea Region. European Innobarometer research has been devised to get insight into the correlation. The authors indicate that the question of the influence of culture, human capital and institutions on the process of the inducement of innovation remains insufficiently studied, and there is an obvious need to develop this research area.
