Realizacja w praktyce projektów inwestycyjnych przez przedsiębiorstwa wykonawstwa budowlanego wymaga zarządzania ryzykiem w sposób kompleksowy i sformalizowany. W odniesieniu do działalności wykonawców budowlanych istnieje zatem potrzeba modyfikacji tradycyjnej formuły zarządzania ryzykiem do postaci zintegrowanej. Zasadniczym celem publikacji jest przedstawienie koncepcji zintegrowanego zarządzania ryzykiem w przedsiębiorstwie wykonawstwa budowlanego ujmowanej jako funkcja wspomagająca kierowanie przedsiębiorstwem traktowanym jako całość. Zintegrowane zarządzanie ryzykiem powinno bowiem dotyczyć wszystkich płaszczyzn funkcjonowania przedsiębiorstwa. Najważniejsza jest jednak umiejętność zastosowania odpowiedniej metodyki w tym względzie. Należy więc zarządzanie ryzykiem w przedsiębiorstwach wykonawstwa budowlanego rozpatrywać w ujęciu funkcjonalnym i funkcyjnym.

Risk management in a municipal construction enterprise: A theoretical and methodical study

Objectives: The key aim of the paper is to outline the concept of integrated risk management in municipal construction enterprises, seen as a supportive function that facilitates the overall management of an organisation. What matters most, both in the theory and in practice, is the ability to use appropriate methodology in this respect. Such issues now constitute an integral element of public management in Poland. Research Design & Methods: A cognitive gap, identified in the scholarly literature, has served as a starting point for the theoretical and conceptual discussions addressed in this paper, in particular, within the scope of risk management methods. This paper contains a review of the literature on this subject. Deduction and induction have been used to formulate the conclusion. Another method employed in this paper is synthesis. The conclusions drawn in this paper result also from the observations made during long-term research into risk, including in the public construction sector, which has been conducted by the author at the University of Economics in Katowice. Findings: The concept proposed in this paper is the outcome of the author’s studies, conducted with a view to identifying solutions, both theoretical and methodical ones, in the area of risk management in municipal construction enterprises operating in Poland. Integrated risk management provides the basic framework for the concept which is drawn up as a result of the research. Implications / Recommendations: In its main body this paper presents a recommendation which consists of a modification of the general concept of Construction Risk Management (CRM) into Integrated Construction Risk Management (ICRM), with a simultaneous proposal that the general risk management concept (theory), which is followed by commercial companies (Enterprise Risk Management; ERM), should be implemented in municipal construction enterprises as well. The proposed solutions may then be transferred to the practical operations of such municipal entities or of public organisations at large (the utilitarian dimension of knowledge). Contribution / Value Added: This paper is an attempt to add to the theoretical background to risk management in the public sector, which refers, in particular, to New Public Management (NPM), the notion used by municipal construction enterprises in Poland.

Równocześnie stanowi ono integralny element procesu kierowania współczesnymi organizacjami publicznymi. Należy je więc traktować zarówno w ujęciu funkcyjnym, jak i funkcjonalnym.

It is also a process which forms an integral part of governance in public organizations. Therefore, it should be analysed in terms of its functions as well as its functionality.

Public risk management: risk-taking and innovation in public service organizations – selected problems

The aim of the paper is to outline risk management problems in the area of public services. The implementation of innovations in public service organizations (PSOs) is inherently associated with risk taking. This is the focus of the paper which recommends the application of the risk management approach in PSOs operating in Poland and abroad. Special attention should be drawn to the estimation of public risk. The paper is an attempt at transferring the risk management patterns from the private sector to public sector organizations. The most important thing, however, is the ability to use appropriate methodology to this end. The paper uses the method of synthesis, deduction and induction. The paper shows a review of scientific literature in the field.

Celem artykułu jest przedstawienie wybranych problemów zarządzania ryzykiem w obszarze usług publicznych. Implementacja innowacji w organizacjach świadczących usługi publiczne jest nierozerwalnie związana z podejmowaniem ryzyka. Stanowi to przedmiot zasadniczych rozważań podjętych w artykule, który zawiera propozycję implementacji metodycznego podejścia do publicznych organizacji działających w Polsce i za granicą, zwracając szczególną uwagę na zagadnienie, jakim jest szacowanie ryzyka publicznego. Artykuł stanowi próbę transferu rozwiązań stosowanych w tym zakresie w sektorze prywatnym na grunt funkcjonowania organizacji sektora publicznego. Najważniejszą rzeczą jest znajomość właściwej metodyki w tym względzie. W artykule wykorzystano metodę syntezy, dedukcję oraz indukcję. Artykuł zawiera przegląd literatury naukowej z tego zakresu.

Wiele przedsiębiorstw budowlano-montażowych zbankrutowało, a stopa bezrobocia w budownictwie wzrosła. Tym zagadnieniom w szczególności poświęcony jest artykuł, a jego zasadniczym celem jest przedstawienie wybranych problemów polskiego, czeskiego, niemieckiego, ukraińskiego i rosyjskiego budownictwa w okresie obecnego kryzysu gospodarczego ze szczególnym uwzględnieniem sytuacji na rynku pracy.

The years of 2008-2015 are the time of a crisis in the European construction industry, when all the negative trends were reflected in the condition of the labour market. A number of construction and assembly enterprises went bankrupt, which has led to a rise in unemployment in this sector. The paper deals with these issues, in particular. Its main aim is to discuss the selected problems of the Polish, Czech, German, Ukrainian and Russian construction industry under the condition of the current economic crisis, focusing on the situation on the labour market.
