MAIN TENDENCIES IN THE DYNAMICS OF HUMAN POTENTIAL IN THE UKRAINIAN SCIENCE OVER THE LAST DECADE

Economic stabilization and growth in GDP in the latest years fails to put the end to degradation of the Ukrainian research potential, started in 90s. Although the number of defended dissertations for candidate and doctor of science degree featured a rapid growth nearly in all the research disciplines, most often it has not led to an increase in the human potential in the respective scientific fields. Almost all the disciplines featured a decline in the number of researchers with scientific degrees and titles, because many researchers, having defended a dissertation, fled from research institutions. The only exception is political science (politology), where the number of researchers with scientific degrees, working in research institutions, grew 5 fold over the studied period. But even researchers in political science prefer to work outside the science system, as only about 30% of Ukrainian politologists with scientific degrees still work in research institutes. The major part of human potential of the Ukrainian science consists, as before, of specialists in natural science and technology. This is a consequence of the innovation-alien industrial development that fails to create industrial demand for technological developments. Also, the statistical analysis indicates the ongoing ageing of research personnel, with a reduction in the 30-50 years age group. A growth in the share of researchers aged 29 years can evolve an optimism, but the mentioned tendency of researchers' fleeing after defending dissertations brings this optimism to naught. A paradoxical phenomenon occurs: falling merit of research profession in Ukraine is not accompanied by falling merit of scientific degrees and titles.
