Celem artykułu jest ocena zasadności opracowywania kodeksów etycznych w jednostkach administracji samorządowej oraz określenie roli tych kodeksów z perspektywy pracowników samorządowych i klientów usług administracyjnych po ponad 20 latach funkcjonowania samorządu terytorialnego w Polsce. Artykuł stanowi omówienie badań pilotażowych przeprowadzonych na grupie 760 osób, z tego 380 osób to pracownicy samorządowi zatrudnieni w jednostkach administracji samorządowej w województwie warmińsko-mazurskim i pomorskim, kolejne 380 osób to klienci urzędów zlokalizowanych w wymienionych województwach. Badania pokazują, iż kodeksy etyczne nadal nie są popularnym elementem infrastruktury etycznej jednostek administracji samorządowej. Klienci częściej niż urzędnicy dostrzegają w kodeksach skuteczne narzędzie kształtowania właściwych postaw etycznych pracowników samorządowych i widzą zasadność tworzenia tego typu zbioru norm.

The goal of this article is to assess the validity of developing ethics codes for local government units as well as defining the role of such codes from the point of view of local government employees and administrative service customers in the wake of over twenty years of the functioning of local government in Poland. The article is a discussion concerning a pilot study conducted on a group of 760 people, where 380 were employees of local government units in the voivodeships of Warmia–Mazuria and Pomerania, while the remaining 380 people were the customers of units found in the above–mentioned voivodeships. The research shows that ethics codes continue not to be a popular component of the ethics infrastructure for local government units. Customers, more often than the employees, see the codes as an effective instrument in the shaping of proper ethical attitudes in local government units and see the legitimacy of creating such standards.
Forms of co-operation between local government and Non-governmental organizations in the case of ElblągSelf-government offices play a very important part in the life of local community. They integrate the inhabitants and fulfil their need of belonging to a certain group as well as the need to integrate (integration function), counteract isolation, are conductive to building social bonds (affiliation function), and make interest development and self-fulfilment possible. They also have considerable contribution in improving the quality of life of local community and even the nation (expressive function).The Act on work for public benefit and voluntary service imposed the duty to create the yearly programme of co-operation with non-governmental organisations on local governments, which should ultimately be the basis to start the processes stimulating the development of not only these organisations but should also translate to fuller supplying various needs of the inhabitants.The aim of the article is to analyse and assess the forms of co-operation between the local government in Elbląg and self-government offices heading to improve the quality of life of local community, particularly taking into consideration the assessment of non-governmental organisations participation in executing own tasks and initiatives undertaken to strengthen the actions of existing organisations, creating new ones and improving voluntary service. The aim is also to diagnose the partners’ of this co-operation expectations as well as showing the directions of its development.

W artykule zaprezentowana jest sytuacja polskich dzieci ulicy oraz ich prawa. Opiera się na badaniach naukowych przeprowadzonych w ramach pracy doktorskiej, które trwały w latach 2009–2012. Pomimo odległej daty projektu badawczego, zjawisko dzieci ulicy jest nadal aktualne, co więcej skala tego problemu społecznego narasta. Dlatego tak ważne jest poznanie sytuacji dzieci ulicy oraz wypracowywanie metod pomocy materialnej dla nich oraz udzielanie im wsparcia emocjonalnego. Sytuacja dzieci ulicy jest zaprezentowana w tym artykule w odniesieniu do praw dzieci. Takie ukazanie tego zjawiska może pomóc pedagogom, pracownikom socjalnym i nauczycielom pracować z dziećmi ulicy. Wskazuje drogę towarzyszenia im. Materiał badawczy został opracowany w oparciu o metodę dokumentarną, która zawiera w sobie obserwację uczestniczącą, dyskusję grupową oraz reportaże zdjęciowe. Takie zestawienie metod pozwoliło badaczkom pozwolić dzieciom udokumentować ich życie, zbliżyć się do nich i spróbować zrozumieć ich wybory.

The main objective of this paper is to present Polish street children’s situation in connection to their rights. It is based on a PhD project that ran from 2009 to 2012. The phenomenon of street children is increasing worldwide, necessitating new ways of working with and supporting these children. Increasingly, not only material help but also emotional support for children`s choices being put forward. Therefore it is very important to spread knowledge about street children`s life. Research results described in this paper could help educators work with street children. Their life is presented within the legal framework concerning the rights of children. This kind of look clarifies not only street children`s situation, but also possible ways to help them. The empirical material is based on a documentary method, which includes participant observation, group discussion and photo-reports which give to street children the possibility to document their lives. It brings researchers and educators close to children and help to meet their choices and lives.
