W pracy podjęto próbę określenia stanu, zmian oraz oceny poziomu wyposażenia obszarów wiejskich w podstawowe elementy infrastruktury ochrony środowiska naturalnego po wejściu Polski do struktur Unii Europejskiej. Analiza uzyskanych w pracy wyników pozwala stwierdzić, że w badanym okresie na polskiej wsi miało miejsce znaczne przyspieszenie tempa rozwoju systemu odprowadzania i oczyszczania ścieków. Nadal jednak wyposażenie obszarów wiejskich w tak podstawowe elementy tego systemu jak sieć kanalizacyjna czy oczyszczalnie ścieków oraz dostęp ludności do ich usług są niewystarczające w stosunku do istniejących w tym zakresie potrzeb i cechuje je znaczne zróżnicowanie przestrzenne.

An attempt at estimation of the present state of environmental infrastructure and its changes in the rural areas after the Polish accession to the EU structures has been made. The analysis of data presented in this paper allows to conclude that a significant acceleration in the development of water supply and sewage treatment systems took place in the Polish rural areas in the period researched. The spatial distribution of basic elements of this kind of systems in the rural areas is characterized by a significant spatial diversity and the population access to their services is still insufficient as compared to the existing needs of the sort.

Infrastruktura jest jednym z podstawowych czynników wpływających na konkurencyjność jednostek terytorialnych. W pracy przedstawiono stan i zróżnicowanie wyposażenia obszarów wiejskich województwa wielkopolskiego w kluczowe elementy infrastruktury gospodarczej w przekroju powiatów oraz wskazano ich pozycję konkurencyjną z punktu widzenia poziomu wyposażenia infrastrukturalnego. Grupę powiatów najbardziej konkurencyjnych pod względem poziomu rozwoju infrastruktury gospodarczej utworzyły cztery powiaty (poznański, jarociński, średzki i gnieźnieński), zaś w skład grupy jednostek o niskiej i bardzo niskiej sile konkurencyjnej weszło jedenaście powiatów, czyli 35% z ogólnej ich liczby.

Infrastructure is one of basic factors influencing the competitiveness of a territorial unit. The state and disparity of development of rural areas in Wielkopolskie voivodship with reference to the key elements of economic infrastructure and the competitive position of districts from the perspective of their infrastructural equipment is indicated. A group of districts most competitive because of the level of their infrastructural development has been distinguished, composed of four districts (poznański, jarocinski, średzki and gnieźnienski). Eleven districts (or 35% of their total number) have been classified as a group of low and very low competitiveness with this respect.

According to the EU sustainable development presumptions the extension and modernization of natural environmental protection infrastructure is still one the most significant aims of the Rural Development Plans. Currently, in spite of a progress which has recently been made in this area, there are still quite large disproportions in the availability of basic facilities of ecological infrastructure. This differentiation is concerning not only the voivodeships, but also districts and communes.

Zgodnie z założeniami Unii Europejskiej dotyczącymi ekorozwoju rozbudowa i modernizacji infrastruktury środowiska naturalnego pozostaje jednym z priorytetowych celów planów rozwoju obszarów wiejskich. Obecnie, mimo postępu jaki nastąpił w tej dziedzinie w ostatnich latach, nadal istnieją dość znaczne dysproporcje w dostępie do podstawowych urządzeń infrastruktury ekologicznej. Zróżnicowanie to dotyczy nie tylko województw, ale także powiatów i gmin.

However, benchmarking should not replace other concepts undertaken in order to improve organization performance, but rather play a role of a supplementary method. One of the most significant threats connected with benchmarking application is the fact that this method in likely to dominate other important enterprise tasks.
